HISTORIC PRESERVATION:  (Constitutional Amendment)  Prohibits various public
actions relating to monuments, memorials, and artifacts
1	A JOINT RESOLUTION
2Proposing to amend Article XII, Section 4 of the Constitution of Louisiana, to prohibit
3 actions by public entities regarding certain cultural memorials and artifacts; to
4 provide for submission of the proposed amendment to the electors; and to provide
5 for related matters.
6 Section 1.  Be it resolved by the Legislature of Louisiana, two-thirds of the members
7elected to each house concurring, that there shall be submitted to the electors of the state of
8Louisiana, for their approval or rejection in the manner provided by law, a proposal to
9amend Article XII, Section 4 of the Constitution of Louisiana, to read as follows:
10 §4.  Preservation of Linguistic and Cultural Origins 
11	Section 4.  The right of the people to preserve, foster, and promote their
12 respective historic linguistic and cultural origins is recognized.  This right of the
13 people  shall prohibit the state of Louisiana and any political entity or agency thereof
14 and its political subdivisions and any political entity or agency thereof from
15 destroying, dismantling, removing, moving, storing, eliminating, or hiding historic
16 monuments, memorials, structures, buildings,  statues,  images,  sites, or plaques and
17 things and vestiges thereof, any of which relate and pertain to the American
18 Revolution and those who rendered aid and comfort to the  cause of the American
19 Revolution and those who served in the American Revolution and all persons,
20 soldiers, sailors, and officers of any and all wars of the United States and all wars by

1 and against the United States and those wars occurring in the United States. This
2 right shall also prohibit the conduct and actions described above as to American
3 presidents, founding citizens, those persons who rendered verified assistance in the
4 formation of the Constitution of the United States of America, and those citizens who
5 rendered aid and assistance and support in the wars described in this Section.
6 Section 2.  Be it further resolved that this proposed amendment shall be submitted
7to the electors of the state of Louisiana at the statewide election to be held on October 14,
82017.
9 Section 3.  Be it further resolved that on the official ballot to be used at the election,
10there shall be printed a proposition, upon which the electors of the state shall be permitted
11to vote YES or NO, to amend the Constitution of Louisiana, which proposition shall read as
12follows:
13	Do you support an amendment to prohibit Louisiana public entities from
14	destroying, dismantling, removing, moving, storing, eliminating, or hiding
15	various monuments, memorials, and artifacts? (Amends Article XII, Section
16	4)

Abstract:  Provides relative to the preservation of certain monuments, memorials, and
artifacts.
Present constitution recognizes the right of the people to preserve, foster, and promote their
respective historic linguistic and cultural origins.
Proposed constitutional amendment provides that this right prohibits the state and its
political subdivisions from destroying, dismantling, removing, moving, storing, eliminating,
or hiding historic monuments, memorials, structures, buildings,  statues,  images,  sites, or
plaques and things and vestiges thereof, any of which relate and pertain to the American
Revolution and those who rendered aid and comfort to the  cause of the American
Revolution and those who served in the American Revolution and all persons, soldiers,
sailors, and officers of any and all wars of the U. S. and all wars by and against the U.S. and
those wars occurring in the U.S. This right shall also prohibit the conduct and actions
described above as to American presidents, founding citizens, those persons who rendered
verified assistance in the formation of the U.S. Constitution, and those citizens who rendered
aid and assistance and support in the wars described in proposed constitutional amendment.
