HOUSE BILL NO. 508

PORTS/MORGAN CITY:  Revises the process for appointments to the Morgan City Harbor
and Terminal District
1	AN ACT
2To amend and reenact R.S. 34:322.1(A)(4), relative to the Morgan City Harbor and
3 Terminal District; to provide for a revision to the appointment process; and to
4 provide for related matters.
5Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 34:322.1(A)(4) is hereby amended and reenacted to read as follows:
7 ยง322.1.  Board of commissioners; members; vacancy; compensation; officers,
8	agents, and employees
9	A.  The governing authority of the district is hereby declared to be a board
10 of commissioners consisting of nine members, who shall be citizens of the United
11 States and qualified voters and taxpayers within the limits of said district during their
12 term of office.  The commissioners shall be appointed as follows:

14	(4)  Three members shall be appointed by the governor, one each from a list
15 of three names submitted by each of the appointing authorities listed in Paragraphs
16 (1), (2), and (3) of this Subsection.

Abstract:  Revises the appointment process for the Morgan City Harbor and Terminal
District.
Present law requires the mayor and council of Morgan City, the town of Berwick, and the
parish president and council of St. Mary Parish to appoint two members each to the Morgan
City Harbor and Terminal District.  Present law further requires the governor to appoint
three members, one each from a list of three names submitted by each of the appointing
authorities listed in present law to the Morgan City Harbor and Terminal District.
Proposed law modifies present law by allowing the governor to appoint three members to
the Morgan City Harbor and Terminal District without requiring that he make the
appointments from a list of three names submitted by the appointing authorities listed in
present law.
