2018 Regular Session ENROLLED SENATE BILL NO. 22 BY SENATOR THOMPSON 1 AN ACT 2 To amend and reenact R.S. 38:3087.4(A) and (B), relative to the Poverty Point Reservoir 3 District Board of Commissioners; to provide for an additional gubernatorial 4 appointment to the Board of Commissioners; and to provide for related matters. 5 Be it enacted by the Legislature of Louisiana: 6 Section 1. R.S. 38:3087.4(A) and (B) are hereby amended and reenacted to read as 7 follows: 8 ยง3087.4. Board of commissioners, appointment; tenure; vacancies; compensation 9 A. The district shall be governed and controlled by a board of nine ten 10 commissioners, each of whom shall be a qualified elector of the state of Louisiana 11 and who resides within the limits of Richland, Madison, West Carroll, and East 12 Carroll Parishes parishes. The members of the board of commissioners shall be 13 appointed by the governor as follows: 14 (1) One member shall be appointed from a list of nominees submitted by the 15 governing authority of Richland Parish. 16 (2) One member shall be appointed from a list of nominees submitted by the 17 governing authority of Madison Parish. 18 (3) One member shall be appointed from a list of nominees submitted by the 19 governing authority of West Carroll Parish. 20 (4) One member shall be appointed from a list of nominees submitted by the 21 governing authority of East Carroll Parish. 22 (5) Five Six members shall be appointed at the discretion of the governor, 23 two of whom shall be minorities. Initial appointments shall be made for staggered terms as specified herein 2 and at the termination of these initial terms of office, each term of office shall be for 3 six years. Initial terms shall be as follows as designated by the governor: 4 (1) Two members, consisting of two appointments from names submitted by 5 the governing authorities, shall be appointed for two-year terms. 6 (2) Two members, consisting of two appointments from names submitted by 7 the governing authorities, shall be appointed for four-year terms. 8 (3) Five Six members, consisting of five six appointments at the discretion 9 of the governor, shall be appointed for six-year terms. 10 * * * 11 Section 2. This Act shall become effective upon signature by the governor or, if not 12 signed by the governor, upon expiration of the time for bills to become law without signature 13 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If 14 vetoed by the governor and subsequently approved by the legislature, this Act shall become 15 effective on the day following such approval.
