A CONCURRENT RESOL UTION
To establish the Police Training, Screening, and De-escalation Task Force to study and
make recommendations to the legislature.
WHEREAS, there have been several incidents over the past several years that have
focused public discourse on the causes of police brutality and the use of excessive force,
especially when used against people of color; and
WHEREAS, in order to propose legislation to address the disparate treatment of
people of color by law enforcement agencies, a task force composed of legislative,
administrative, law enforcement, academic, and racial justice leaders must be created.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
create a Police Training, Screening, and De-escalation Task Force to study and make
recommendations to the legislature on the topics, among others, of training, screening,
de-escalation, racial bias recognition, misconduct, duty to report misconduct, penalties, use
of force, identifying and eliminating bad actors, and any other recommendations the task
force deems necessary to restore the public's trust that the law enforcement community is
serving and protecting all the citizens of Louisiana in a fair and unbiased manner.
BE IT FURTHER RESOLVED that the task force shall be comprised of the
following members:
(1) The president of the Louisiana Senate, or his designee who shall be a member of

the Louisiana Senate.
(2) The speaker of the Louisiana House of Representatives, or his designee who shall
be a member of the Louisiana House of Representatives.
(3) The chairman of the Senate Committee on Judiciary B, or his designee who shall
be a member of the committee.
(4) The chairman of the Senate Committee on Judiciary C, or his designee who shall
be a member of the committee.
(5) The chairman of the House Committee on Administration of Criminal Justice, or
his designee who shall be a member of the committee.
(6) The chairman of the House Committee on Judiciary, or his designee who shall
be a member of the committee.
(7) The attorney general, or his designee who shall be an employee of the
Department of Justice.
(8) The executive director of the Louisiana Commission on Law Enforcement and
Administration of Criminal Justice, or his designee.
(9) One peace officer appointed by the governor from a list of four names jointly
submitted by the presidents of the Louisiana Fraternal Order of Police and the Louisiana
Union of Police Association.
(10) One member of the National Association for the Advancement of Colored
People Louisiana State Conference appointed by its president.
(11) One member of the Urban League of Louisiana appointed by its president.
(12) One member of the Louisiana Association of Criminal Defense Lawyers
appointed by its president.
(13) One law school professor appointed by the governor from a list of four names
jointly submitted by the dean of the LSU Paul M. Hebert Law Center, the chancellor of the
Southern University Law Center, the dean of the Tulane University Law School, and the
dean of the Loyola University New Orleans College of Law.
(14) One professor of criminal justice selected by the president of the Southern
University system.
(15) One professor of social work selected by the president of the Louisiana State

University system.
(16) One member of the Louisiana Senate appointed by the president of the Senate.
(17) One member of the Louisiana House of Representatives appointed by the
speaker of the House of Representatives.
(18) The president of the Louisiana Sheriffs' Association, or his designee who shall
be a member of the association.
(19) The president of the Louisiana Council of Student Body Presidents, or his
designee who is a member of the council.
(20) The president of the Louisiana Association of Chiefs of Police, or his designee
who is a member of the association.
(21) The organizer of Together Louisiana, or his designee.
(22) The superintendent of the office of state police, or his designee.
(23) The chair of the Legislative Youth Advisory Council, or his designee who is a
member of the council.
(24) The president of Crimefighters of Louisiana, or his designee.
(25) The executive director of the Louisiana District Attorneys Association, or his
designee.
BE IT FURTHER RESOLVED that a majority of the total membership shall
constitute a quorum of the task force and that any official action by the task force shall
require an affirmative vote of a majority of the quorum present and voting.
BE IT FURTHER RESOLVED that the initial meeting of the task force shall be
called by the president of the Louisiana Senate. At the first meeting, the task force shall elect
a chair. The first meeting shall take place no later than August 15, 2020. The Louisiana
Senate shall provide staff support.
BE IT FURTHER RESOLVED that members of this task force shall serve without
compensation, except per diem or expense reimbursement to which they may be individually
entitled as members of the constituent organizations.
BE IT FURTHER RESOLVED that the meetings of the task force shall take place
at the Louisiana State Capitol, or upon a majority vote of the members such meetings may
be conducted by video conference where circumstances necessitate meeting in that manner.

BE IT FURTHER RESOLVED that the task force shall meet as necessary and shall
report its findings to the legislature not later than February 1, 2021, and shall terminate upon
the date of such report or February 1, 2021, whichever occurs first.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
governor, the attorney general, the executive director of the Louisiana Commission on Law
Enforcement and Administration of Criminal Justice, the president of the Louisiana Fraternal
Order of Police, the president of the Louisiana Union of Police Association, the president
of the National Association for the Advancement of Colored People Louisiana State
Conference, the president of the Urban League of Louisiana, the president of the Louisiana
Association of Criminal Defense Lawyers, the dean of the LSU Paul M. Hebert Law Center,
the chancellor of the Southern University Law Center, the dean of the Tulane University
Law School, the dean of the Loyola University New Orleans College of Law, the president
of the Southern University system, the president of the Louisiana State University system,
the president of the Louisiana Sheriffs' Association, the president of the Louisiana
Association of Chiefs of Police, the organizer of Together Louisiana, the superintendent of
the office of state police, the president of Crimefighters of Louisiana, the executive director
of the Louisiana District Attorneys Association, and the chair of the Legislative Youth
Advisory Council.
