HOUSE BILL NO. 10
BY REPRESENTATIVE MCFARLAND
1	AN ACT
2 To authorize and provide for the transfer of certain state property in Jackson Parish; to
3 provide for the property description; to provide for reservation of mineral rights; to
4 provide terms and conditions; to repeal Sections 3 and 6 of Act No. 272 of the 2019
5 Regular Session of the Legislature of Louisiana; to provide an effective date; and to
6 provide for related matters.
7 Be it enacted by the Legislature of Louisiana:
8 Section 1.  The commissioner of administration and the secretary of the Department
9 of Children and Family Services, notwithstanding any other provision of law to the contrary,
10 are hereby authorized and empowered to convey, transfer, assign, lease, or deliver any
11 interest, excluding mineral rights, the state may have to all or any portion of the following
12 described parcel of property located at 244 Bond Street in Jonesboro, Louisiana, to the
13 Jackson Parish Sheriff's Office:
14 Beginning at the Northeast corner of the SE1/4 of SE1/4 of Section 32, Township 15
15 North boundary line of said forty 525 feet, thence run South 414 feet, thence run east
16 525 feet or to the East boundary line of said forty, thence run North 414 feet or to the
17 point of beginning, together with all improvements and appurtenances thereunto
18 belonging, situated in Jackson Parish, Louisiana.
19 Section 2.  The commissioner of administration and the secretary of the Department
20 of Children and Family Services are hereby authorized to enter into such agreements,
21 covenants, conditions, and stipulations and to execute such documents as are necessary to
22 properly effectuate any conveyance, transfer, assignment, lease, or delivery of title,
23 excluding mineral rights, to the property described in Section 1 of this Act, and as more
24 specifically described in any such agreements entered into and documents executed by and
25 between the commissioner of administration, the secretary of the Department of Children
26 and Family Services, and the Jackson Parish Sheriff's Office, in exchange of consideration
27 proportionate to the appraised value of the property.

1 Section 3.(A)  After allocation to the Bond Security and Redemption Fund as
2 provided in Article VII,  all proceeds from the sale of the property described in Sections 1
3 and 2 of this Act shall be deposited in the Accommodation for Breast-feeding and Lactation
4 Room Fund hereinafter referred to as the fund, which is hereby established in the state
5 treasury. 
6 (B)  All unexpended and unencumbered monies in the fund at the end of the fiscal
7 year shall remain in the fund.  The monies in the fund shall be invested by the state treasurer
8 in the same manner as monies in the state general fund, and interest earned on the investment
9 of monies shall be credited to the fund.
10 (C)  Proceeds in the fund shall be used solely to facilitate the provisions of R.S.
11 49:148.4.1.
12 (D)  The Commissioner of Administration shall notify the Legislature when the sale
13 of property described in Sections 1 and 2 of this Act has been finalized.
14 Section 4.  Sections 3 and 6 of Act No. 272 of the 2019 Regular Session of the
15 Legislature of Louisiana are hereby repealed in their entirety.
16 Section 5.  This Act shall become effective upon signature by the governor or, if not
17 signed by the governor, upon expiration of the time for bills to become law without signature
18 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If
19 vetoed by the governor and subsequently approved by the legislature, this Act shall become
20 effective on the day following such approval.
