RÉSUMÉ DIGEST ACT 186 (HB 334) 2020 Regular Session Fontenot Existing law provides for the law by which Louisiana residents who meet certain eligibility requirements apply for and are issued a concealed handgun permit authorizing the person to carry a concealed handgun in the state of Louisiana. Prior law provided that a concealed handgun permit did not authorize nor entitle the permit holder to carry a concealed handgun in a church, synagogue, mosque, or other similar place of worship unless the entity which had authority over the place of worship authorized the permit holder to do so and the congregation was informed of the authorization. Prior law further required permit holders carrying a concealed handgun in a place of worship to annually complete eight hours of tactical training, in addition to existing law training requirements for all permit holders, if such training was required by the entity which had authority over the religious organization or by the owner of the building's liability insurance policy. New law amends prior law to prohibit the carrying of a concealed handgun in a church, synagogue, mosque, or other similar place of worship unless authorized by the person who has authority over the administration of the church, synagogue, mosque, or other similar place of worship. New law removes the prior law requirement that the congregation be informed that the church, synagogue, mosque, or other similar place of worship has authorized the carrying of concealed handguns by a concealed handgun permit holder. New law removes the prior law provision which requires permit holders carrying a concealed handgun in a place of worship to annually complete eight hours of tactical training, in addition to other existing law training requirements for all permit holders, if such training is required by the entity which has authority over the religious organization or by the owner of the building's liability insurance policy.
