HOUSE BILL NO. 761

SCHOOLS/HIGH SCHOOL:  Provides relative to criteria for a student's receipt of a State
Seal of Biliteracy on his high school diploma or transcript
1	AN ACT
2To amend and reenact R.S. 17:273.4(D)(1)(b), relative to the State Seal of Biliteracy
3 awarded to high school students; to provide for the eligibility of students to receive
4 the seal on their high school diplomas or transcripts; to provide for prospective and
5 retrospective application; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 17:273.4(D)(1)(b) is hereby amended and reenacted to read as
8follows:
9 ยง273.4.  State Seal of Biliteracy

11	D.(1)  The State Seal of Biliteracy certifies that a student meets all of the
12 following criteria:

14	(b)  Passing the Reading and English parts of the ACT series with a score of
15 nineteen or above or scoring an equivalent concordant value on the Reading and
16 Writing and Language parts of the SAT.

18 Section 2.  The provisions of this Act shall be given prospective application and
19retroactive application to August 1, 2014.

Abstract:  Expands criteria for a State Seal of Biliteracy to be affixed on the diploma or
transcript of a high school graduate.
Present law provides for a State Seal of Biliteracy to be affixed to the high school diploma
or transcript of a graduate who is proficient in multiple languages.  Proposed law retains
present law.
Present law provides that to qualify for such a seal, a student must complete certain
graduation requirements, demonstrate proficiency at the intermediate-high level or above in
at least one language other than English, and attain certain ACT subscores.  Proposed law
retains present law and allows, in lieu of certain ACT subscores, equivalent concordant
scores on certain parts of the SAT.
Proposed law is retroactive to Aug. 1, 2014.
