HOUSE CONCURRENT RESOL UTION NO. 28
BY REPRESENTATIVE WRIGHT AND SENATOR HEW ITT
U.S. CONSTITUTION:  Calls for a convention to amend the United States Constitution to
establish a limitation on terms for members of congress
1	A CONCURRENT RESOL UTION
2To memorialize the United States Congress to call a convention of states for the purpose of
3 proposing amendments to set a limit on the number of terms that a person may be
4 elected as a member of the United States House of Representatives and to set a limit
5 on the number of terms that a person may be elected as a member of the United
6 States Senate.
7 BE IT RESOLVED that the Legislature of Louisiana does hereby proffer and endorse
8all of the following:
9 Section 1.  The Legislature of Louisiana hereby makes an application to Congress,
10as provided by Article V of the Constitution of the United States of America, to call a
11convention limited to proposing an amendment to the Constitution of the United States of
12America to set a limit on the number of terms that a person may be elected as a member of
13the United States House of Representatives and to set a limit on the number of terms that a
14person may be elected as a member of the United States Senate.
15 Section 2.  The Secretary of State is hereby directed to transmit copies of this
16application to the President and Secretary of the Senate of the United States and to the
17Speaker, Clerk and Judiciary Committee Chairman of the House of Representatives of the
18Congress of the United States, and copies to the members of the said Senate and House of
19Representatives from this State; also to transmit copies hereof to the presiding officers of
20each of the legislative houses in the several States, requesting their cooperation.

1 Section 3.  This application shall be considered as covering the same subject matter
2as the applications from other States to Congress to call a convention to set a limit on the
3number of terms that a person may be elected to the House of Representatives of the
4Congress of the United States and the Senate of the United States; and this application shall
5be aggregated with same for the purpose of attaining the two-thirds of states necessary to
6require Congress to call a limited convention on this subject, but shall not be aggregated with
7any other applications on any other subject.
8 Section 4.  This application constitutes a continuing application in accordance with
9Article V of the Constitution of the United States of America until the legislatures of at least
10two-thirds of the several states have made applications on the same subject.
11 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
12secretary of state.
