SCHOOLS.  Provides for access to certain student information with parental permission.

1	AN ACT
2 To enact R.S. 17:100.9, relative to student information; to provide for access by certain
3 individuals to certain student information with parental permission; and to provide
4 for related matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 17:100.9 is hereby enacted to read as follows:
7 ยง100.9. Student information; authorization to access certain records
8	A. Notwithstanding any provision of law to the contrary, the governing
9 authority of each public school shall adopt a policy that allows a student's
10 parent or legal guardian to authorize a person to access information related to
11 his child's educational and discipline records and discuss this information with
12 principals, teachers, and other school personnel, provided such authorization
13 is in writing.
14	B. A copy of the written authorization shall be kept on file at the school
15 in which the student is enrolled.
16 Section 2.  This Act shall become effective upon signature by the governor or, if not
17 signed by the governor, upon expiration of the time for bills to become law without signature

1 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
2 vetoed by the governor and subsequently approved by the legislature, this Act shall become
3 effective on the day following such approval.

Present law provides for the protection of all personally identifiable student information,
with certain exceptions.
Proposed law provides that, notwithstanding any provision of present law, the governing
authority of each public school shall adopt a policy that allows a student's parent or legal
guardian to authorize a person to access information related to his child's educational and
discipline records and discuss this information with principals, teachers, and other school
personnel, provided such authorization is in writing. Further requires that a copy of the
written authorization be kept on file at the school in which the student is enrolled.
Effective upon signature of the governor or lapse of time for gubernatorial action.
