Abstract: Allows persons who hold certain licenses to sell dredged material and specifies that the
royalty and bonding exemption for dredging operations and dredged materials applies to all
waterbodies of the state.
Present law provides for Class A, B, C, D, and E classes of licenses to dredge materials from the
water bottoms of this state.
Present law further provides that only holders of Class A licenses are authorized to sell fill sand or

Present law provides for bond requirements for dredging activities and royalty requirements for
dredged material.
Present law grants an exemption from payment of the present law royalties and bond requirements
to any private landowner, state agency, political subdivision, or associated consultant or contractor
engaged in a coastal protection, conservation, or restoration activity consistent with an annual plan
or the comprehensive master plan, or engaged in an activity to remove sediment buildup to preserve
or restore the natural habitat of a waterbody of the state or to enhance navigation and recreation
activities on a waterbody of the state. Proposed law retains present law and specifies that the provisions of present law apply to all
