HOUSE BILL NO. 74
BY REPRESENTATIVES DESHOTEL AND GREEN
INDIAN AFFAIRS:  Provides relative to supplemental pay for tribal officers of the Tunica-
Biloxi Tribe of Louisiana and recognizes certain tribes as Indian Tribes of the state
1	AN ACT
2To amend and reenact R.S. 40:1667.1(A)(1) and (F)(2), relative to supplemental pay for
3 tribal officers of the Tunica-Biloxi Tribe of Louisiana; to increase the number of
4 tribal officers eligible for supplemental pay; to provide for an effective date; and to
5 provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 40:1667.1(A)(1) and (F)(2) are hereby amended and reenacted to
8read as follows: 
9 ยง1667.1.  Rate of compensation; prior service; supplemental monthly compensation;
10	police to receive additional compensation
11	A.(1)  In addition to the compensation now paid by any municipality included
12 in this Part or by the Chitimacha Tribe of Louisiana, the Coushatta Tribe of
13 Louisiana, or the Tunica-Biloxi Tribe of Louisiana, hereinafter referred to as "tribe"
14 or "tribal", to any police officer, every police officer employed by any municipality
15 or tribe which employs one or more police officers who devotes his full working
16 time to law enforcement, and for those hired after March 31, 1986, who have
17 completed and passed a council-certified training program as provided in R.S.
18 40:2405, shall be paid by the state extra compensation in the amount of five hundred

1 dollars per month for each full-time municipal or tribal law enforcement officer who
2 has completed or who hereafter completes one year of service. Additionally, the
3 Grand Caillou/Dulac Band of Biloxi-Chitimacha-Choctaw and the Pointe-au-Chien
4 Indian Tribe are hereby formally recognized as Indian Tribes of the state.

8	(2)  Notwithstanding any other provision of law to the contrary, the
9 compensation for tribal officers of the Tunica-Biloxi Tribe of Louisiana shall be for
10 no more than thirteen twenty such law enforcement officers.

12 Section 2.  This Act shall become effective on July 1, 2023.

Abstract:  Increases the number of tribal officers of the Tunica-Biloxi Tribe of La. that are
eligible for supplemental pay from 13 to 20 and provides that the Grand
Caillou/Dulac Band of Biloxi-Chitimacha-Choctaw and the Pointe-au-Chien Indian
Tribe are formally recognized as Indian Tribes of the state.
Present law provides for supplemental pay of $500 per month for any full-time police officer
paid by any municipality or by the Chitimacha Tribe of La., Coushatta Tribe of La., or the
Tunica-Biloxi Tribe of La. that has passed a council-certified training program and
completed one year of service. 
Present law limits the number of tribal officers from the Chitimacha Tribe, Coushatta Tribe,
and the Tunica-Biloxi Tribe that are eligible for supplemental pay.
Proposed law increases the number of eligible tribal officers of the Tunica-Biloxi Tribe from
13 to 20.
Proposed law additionally provides that the Grand Caillou/Dulac Band of
Biloxi-Chitimacha-Choctaw and the Pointe-au-Chien Indian Tribe are formally recognized
as Indian Tribes of the state.
Effective July 1, 2023.
