ELECTIONS:  Provides for appointment of a voter with disabilities to the State Board of
Election Supervisors
1	AN ACT
2To enact R.S. 18:23(A)(9), relative to the State Board of Election Supervisors; to provide
3 for the membership of the board; to provide for a voter with a disability to serve on
4 the board; to provide for appointment by the governor; and to provide for related
5 matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 18:23(A)(9) is hereby enacted to read as follows:
8 ยง23.  State Board of Election Supervisors
9	A.  The State Board of Election Supervisors is created and established in the
10 Department of State as provided in R.S. 36:802.  The board shall be composed of the
11 following persons:

13	(9)  One member who shall be a voter with a disability appointed by the
14 governor from a list of nominees submitted by the executives of Disability Rights
15 Louisiana, the Split Second Foundation, the Louisiana Statewide Independent Living
16 Council, the Louisiana Association for the Blind, the Louisiana Developmental
17 Disabilities Council, and Arc of Louisiana, or of each entity's successor entity.  The
18 nominating executives shall not nominate an elected or appointed public official. The
19 term of office of the appointed member is concurrent with the term of the governor
20 making the appointment.  The appointment by the governor shall be submitted to the

1 Senate for confirmation.  A vacancy shall be filled in the same manner as the original
2 appointment.

Abstract:  Adds a member to the State Bd. of Election Supervisors who shall be a voter
with a disability appointed by the governor.
Present law provides for membership of the State Bd. of Election Supervisors to be
composed of the following eight members:
1) The lieutenant governor.
2) The secretary of state.
3) The attorney general.
4) The commissioner of elections or a designee of the secretary of state.
5) One member of the Clerks of Court Assoc.
6) One member of the Registrars of Voters Assoc.
7) One member appointed by the governor from a list of nominees submitted by the
presidents of Centenary College, Dillard University, Louisiana College, Loyola
University, Tulane University, and Xavier University.
8) One member of the Police Jury Assoc. of La.
Proposed law retains present law and adds a ninth member who shall be a voter with a
disability appointed by the governor from a list of nominees submitted by the executives of
Disability Rights La., the Split Second Foundation, the La. Statewide Independent Living
Council, the La. Association for the Blind, the La. Developmental Disabilities Council, and
Arc of La.  No such nominee shall be an elected or appointed public official.  The term of
office of the appointed member is concurrent with the term of the governor making the
appointment.  The appointment by the governor shall be submitted to the Senate for
confirmation.
Present law provides that the members of the board shall not receive any compensation but
shall be reimbursed for reasonable expenses incurred in the performance of the work of the
board.
Proposed law retains present law.
