HOUSE BILL NO. 553

Prefiled pursuant to Article III, Section 2(A)(4)(b)(i) of the Constitution of Louisiana.
ELECTIONS:  Provides for the nomination of voters with disabilities for gubernatorial
appointment to the State Board of Election Supervisors
1	AN ACT
2To amend and reenact R.S. 18:23(A)(7), relative to the State Board of Election Supervisors;
3 to provide for the membership of the board; to provide for the list of nominees
4 submitted by the presidents of various colleges and universities; to provide for the
5 nomination of a voter with a disability; to provide for appointment by the governor;
6 and to provide for related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1.  R.S. 18:23(A)(7) is hereby amended and reenacted to read as follows:
9 ยง23.  State Board of Election Supervisors
10	A.  The State Board of Election Supervisors is created and established in the
11 Department of State as provided in R.S. 36:802.  The board shall be composed of the
12 following persons:

14	(7)  One member, who shall be appointed by the governor from a list of
15 nominees submitted by the presidents of Centenary College at Shreveport, Dillard
16 University at New Orleans, Louisiana College at Pineville, Loyola University at New
17 Orleans, Tulane University of Louisiana at New Orleans, and Xavier University at
18 New Orleans, each of whom shall submit one nominee who shall not be an elected
19 or appointed public official and may submit a second nominee who shall be a voter
20 with a disability and shall not be an elected or appointed public official.  The term

1 of office of each appointed member shall be concurrent with the term of the governor
2 making the appointment.  Each appointment by the governor shall be submitted to
3 the Senate for confirmation.  A vacancy in the office of a member appointed by the
4 governor shall be filled in the same manner as the original appointment and for the
5 remainder of the unexpired term.

Abstract:  Adds voters with disabilities to the nomination list provided by presidents of
certain colleges and universities for appointment by the governor to the State Bd. of
Election Supervisors.
Present law provides for membership of the State Bd. of Election Supervisors to be
composed of the following eight members:
(1)The lieutenant governor.
(2)The secretary of state.
(3)The attorney general.
(4)The commissioner of elections or a designee of the secretary of state.
(5)One member of the Clerks of Court Assoc.
(6)One member of the Registrars of Voters Assoc.
(7)One member appointed by the governor from a list of nominees submitted by the
presidents of Centenary College, Dillard University, Louisiana College, Loyola
University, Tulane University, and Xavier University.
(8)One member of the Police Jury Assoc. of La.
For the list of nominees submitted by the presidents of the various colleges and universities,
present law allows each president to nominate one person who is not an elected or appointed
public official.
Proposed law retains present law and further permits the various college and university
presidents to include a second nominee who is a disabled voter and is not an elected or
appointed official.
Present law provides that the members of the board shall not receive any compensation but
shall be reimbursed for reasonable expenses incurred in the performance of the work of the
board.

Proposed law retains present law.

Summary of Amendments Adopted by House
The Committee Amendments Proposed by House Committee on House and
Governmental Affairs to the original bill:
1. Authorize submitting voters with disabilities as additional nominees by
presidents of certain colleges and universities.
2. Remove proposed law provision adding a voter with a disability to the board.
