HOUSE CONCURRENT RESOL UTION NO. 68

A CONCURRENT RESOL UTION
To urge and request the Department of Transportation and Development to reevaluate the
location of a crosswalk in the 4600 block of North Market Street, LA 1, in
Shreveport, Louisiana, and to construct an appropriate installation in this area to
ensure the safety of pedestrians, prevent property damage, and avert future deadly
automobile accidents.
WHEREAS, as it passes through Shreveport, LA 1 is known as North Market Street
and passes through some residential areas; and
WHEREAS, in passing through residential areas, the highway splits neighborhoods,
separating homes from shops and recreation facilities; and
WHEREAS, House Concurrent Resolution 218 of the 2007 Regular Session urged
construction of an elevated crosswalk in the North Market area; and
WHEREAS, in response to the Resolution and a death that occurred in this area a
crosswalk was implemented in the location; and
WHEREAS, the crosswalk was not placed in the proper location as evidenced by a
pattern of multiple accidents after its placement; and
WHEREAS, as a result of the improper placement vehicles have repeatedly struck
areas in proximity to the crosswalk causing accidents; and
WHEREAS, when these crashes occur they block residents from being able to access
their homes; and
WHEREAS, multiple homes, along with vehicles parked at these residences, have
been struck and severely damaged as a result of cars crashing onto these properties; and

WHEREAS, it is urgent to assess the needs of residents and citizens who travel
through the 4600 block of North Market Street to protect drivers and the community from
further harm; and
WHEREAS, the community around the 4600 block of North Market Street
desperately needs the Department of Transportation and Development to evaluate and
implement whichever measures are necessary to resolve the current roadway issues to ensure
safety throughout the community.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
urge and request the Department of Transportation and Development to reevaluate the
location of a crosswalk in the 4600 block of North Market Street, LA 1, in Shreveport,
Louisiana, and to construct an appropriate installation in this area to ensure the safety of
pedestrians, prevent property damage, and avert future deadly automobile accidents.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
secretary of the Department of Transportation and Development.
