HOUSE STUDY REQUEST NO. 4
BY REPRESENTATIVE KNOX
COMMITTEE STUDIES:  Requests a study relative to the creation of an economic
development district in the Lafitte Greenway corridor in the city of New Orleans
1	A STUDY REQUEST
2To the House Committee on Municipal, Parochial and Cultural Affairs to study potential
3 revenues that could be generated by establishing an economic development district
4 in the Lafitte Greenway corridor in the city of New Orleans and to report its findings
5 to the House of Representatives not later than November 15, 2023.
6 WHEREAS, the Legislature of Louisiana authorizes the creation of Economic
7Development Districts; and
8 WHEREAS, such a district can be a powerful tool for investing in the development
9of sources of recurring revenue and a key driver of equitable economic development in a
10particular community with unique assets; and
11 WHEREAS, revenues derived from the developments cultivated by economic
12development districts can be used to fund needed investments in flood mitigation,
13stormwater management, small business support, affordable housing, workforce
14development, open space maintenance, and bicycle and pedestrian infrastructure; and
15 WHEREAS, the city of New Orleans' Plan for Generational Economic
16Transformation calls for economic development districts to be created as a source of local
17strategies for achieving overarching city goals such as housing affordability, economic
18development, transit, services, and infrastructure resilience; and
19 WHEREAS, the city of New Orleans' Plan for Generational Economic
20Transformation proposes a district for the Lafitte Greenway corridor, bounded by North

1Rampart, Bienville, City Park Avenue, Canal Boulevard, Weiblen Place, General Diaz
2Street, and Orleans Avenue; and
3 WHEREAS, the Alignment of Public Incentives for Strategic Outcomes report to the
4city of New Orleans, published in 2018, found that the establishment in 2011 of a tax
5increment financing strategy within one-fourth mile of the Lafitte Greenway would have
6generated eighteen million dollars over a fifteen-year period.
7 THEREFORE the House of Representatives of the Legislature of Louisiana requests
8the House Committee on Municipal, Parochial and Cultural Affairs to study potential
9revenues that could be generated by establishing an economic development district in the
10Lafitte Greenway corridor in the city of New Orleans and to report its findings to the House
11of Representatives not later than November 15, 2023.
