2024 Regular Session ENROLLED SENATE BILL NO. 418 BY SENATOR LAMBERT 1 AN ACT 2 To authorize and provide for the transfer of certain state property; to authorize the transfer 3 of certain state property in Ascension Parish and Bossier Parish; to provide for the 4 property description; to provide for reservation of mineral rights; to provide terms 5 and conditions; and to provide for related matters. 6 Be it enacted by the Legislature of Louisiana: 7 Section 1. The commissioner of administration and the secretary of the Department 8 of Public Safety and Corrections, notwithstanding any other provision of law to the contrary, 9 are hereby authorized and empowered to convey, transfer, assign, lease, or deliver any 10 interest, excluding mineral rights, the state may have to all or any portion of the following 11 described parcel of property to Priceco, L.C.: 12 A tract of land containing approximately 3.42 acres, more or less, located in 13 Section 63, Township 9 South, Range 2 East, Ascension Parish 14 Section 2. The commissioner of administration and the secretary of the Department 15 of Public Safety and Corrections are hereby authorized to enter into such agreements, 16 covenants, conditions, and stipulations and to execute such documents as necessary to 17 properly effectuate any conveyance, transfer, assignment, lease, or delivery of title, 18 excluding mineral rights, to the property described in Section 1 of this Act, and as more 19 specifically described in any such agreements entered into and documents executed by and 20 between the commissioner of administration and the secretary of the Department of Public 21 Safety and Corrections and Priceco, L.C., in exchange of consideration proportionate to the 22 appraised value of the property. 23 Section 3. The secretary of the Louisiana Department of Health and the 24 commissioner of the division of administration, notwithstanding any other provision of law 25 to the contrary, are hereby authorized and empowered to convey, transfer, assign, lease, or 26 deliver any interest, excluding mineral rights, the state may have to all or any portion of the ACT No. 399 Page 1 of 2 Coding: Words which are struck through are deletions from existing law; words in boldface type and underscored are additions. SB NO. 418 ENROLLED 1 following described parcel of property to the Bossier Parish School Board: 2 A tract of land containing approximately 37.921 acres, more or less, being 3 a portion of Tract 3B1 situated in Section 12, Township 18 North, Range 13 4 West, Bossier Parish, identified as Louisiana State Land Office Site 5 Code/Business Entity No. 7-08-002 and known as a portion of the former 6 Northwest Support and Services Center. 7 Section 4. The secretary of the Louisiana Department of Health and the 8 commissioner of the division of administration are hereby authorized to enter into such 9 agreements, covenants, conditions, and stipulations and to execute such documents as 10 necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of 11 title, excluding mineral rights, to the property described in Section 3 of this Act, and as more 12 specifically described in any such agreements entered into and documents executed by and 13 between the secretary of the Louisiana Department of Health and the commissioner of the 14 division of administration and the Bossier Parish School Board, in exchange of consideration 15 proportionate to the appraised value of the property. 16 Section 5. This Act shall become effective upon signature by the governor or, if not 17 signed by the governor, upon expiration of the time for bills to become law without signature 18 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If 19 vetoed by the governor and subsequently approved by the legislature, this Act shall become 20 effective on the day following such approval.
