Requires each school district to ensure that every public or private school in which school days exceed five hours in duration provides a minimum of thirty minutes of daily recess within the school day for all students in kindergarten through fifth grade and for students in sixth grade who attend an elementary school.
Encourages school districts to give opportunities to students by giving priority to outside groups which encourage community for students to use school facilities.
Requires all school districts to screen all students for dyslexia and dysgraphia; requires school districts to provide notice of such screening to each student and to the parent or guardian of each student; allows parents and guardians to opt out.
Provides that a scholarship for academic excellence that is declined by a student prior to the end of their high school program shall be granted to the next most qualified student, if practicable.
