| 31 | 31 | | 1 SECTION 1. Section 113B of Chapter 175 of the General Laws, is hereby amended by |

| 32 | 32 | | 2inserting, at the end thereof the following sentence:- “In fixing and establishing classifications of |

| 33 | 33 | | 3risk, the commissioner of insurance shall not promulgate any rules or regulations to add |
|---|
| 34 | 34 | | 4surcharge points to a motor vehicle insurance premium, based on at-fault accidents or |
|---|
| 35 | 35 | | 5convictions of moving violations of motor vehicle laws, for damages not exceeding $2,500.” |

| 36 | 36 | | 6 SECTION 2. This act shall take effect upon its passage. |
