| 28 | 28 | | 1 SECTION 1. Chapter 79 of the General Laws, as appearing in the 2020 Official Edition, |

| 29 | 29 | | 2is hereby amended by inserting after section 1 the following new section: |

| 30 | 30 | | 3 Section 1A. Notwithstanding any general or special law to the contrary, any agreement |

| 31 | 31 | | 4for damages from an eminent domain taking— for private or commercial investment— must |

| 32 | 32 | | 5award a minimum of two hundred percent of fair market value for the parcel of land. |
