26	26	An Act to promote public safety and better outcomes for young adults.
27	27	Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
28	28	of the same, as follows:
29	29	1 SECTION 1. Section 7 of chapter 4 of the General Laws, so appearing, is hereby
30	30	2amended by striking out the sixtieth clause as amended by Section 1 of Chapter 69 of the Acts of
31	31	32020, and inserting in place thereof the following clause:- Sixtieth, “Age of criminal majority”
32	32	4shall mean the age of “19.”
33	33	5 SECTION 2. Said clause of said section 7 of said chapter 4 is further amended by striking
34	34	6out the number “19,” inserting in place thereof the following number:- “20”
35	35	7 SECTION 3. Said clause of said section 7 of said chapter 4 is further amended by striking
36	36	8out the number “20,” and inserting in place thereof the following number:- “21”
37	37	9 SECTION 4. Section 167 of chapter 6 of the General Laws, as appearing in the 2020
38	38	10Official Edition, is hereby amended by striking out, in all instances, the number “18” and

47	47	19of chapter 69 of the acts of 2020, is hereby amended by striking out, in clause (iv) of the last
48	48	20sentence, the words “18 years of age” and inserting in place thereof the following words:- the
49	49	21age of criminal majority.
50	50	22 SECTION 8. Section 32H of chapter 94C, so appearing, is hereby amended by striking
51	51	23out in the second paragraph, as amended by section 21 of chapter 72 of the Acts of 2020, the
52	52	24words “18 years of age or older” and inserting in place thereof the following words:- “who has
53	53	25attained the age of criminal majority.”
54	54	26 SECTION 9. Section 32H of chapter 94C of the General Laws, so appearing, is hereby
55	55	27amended by striking out in the second paragraph, as amended by section 21 of chapter 72 of the
56	56	28Acts of 2020, the number “18” and inserting in place thereof the words:- “the age of criminal
57	57	29majority”
58	58	30 SECTION 10. Section 32M of chapter 94C of the General Laws, as appearing in the 2020
59	59	31Official Edition, is hereby amended by striking out in line 1 the word “eighteen” and inserting in

76	76	48out, in the first paragraph as amended by section 73 of chapter 69 of the Acts of 2020, the words
77	77	49“18 years of age” and inserting in place thereof the following words:- “the age of criminal

79	79	51 SECTION 16. Section 54 of said chapter 119, as so appearing, is hereby amended by
80	80	52striking out, in the second paragraph as amended by section 73 of chapter 69 of the Acts of 2020,
81	81	53the number “18” and inserting in place thereof the following words:- “the age of criminal

83	83	55 SECTION 17. Section 58 of chapter 119 of the General Laws, as appearing in the 2020
84	84	56Official Edition, is hereby amended by striking out the words in lines 8 to 12, inclusive “that any
85	85	57such probation may be imposed until such child reaches age eighteen or age nineteen in the case
86	86	58of a child whose case is disposed of after he has attained his eighteenth birthday or age 20 in the
87	87	59case of a child whose case is disposed of after he attains his nineteenth birthday”, and inserting in
88	88	60place thereof the following words:- “that any such probation may, in the case of an offense that
89	89	61occurred prior to the child’s eighteenth birthday, be imposed until such child reaches age 18 or
90	90	6219 in the case of a child whose case is disposed of after the child has attained the child’s
91	91	63eighteenth birthday or age 20 in the case of a child whose case is disposed of after the child
92	92	64attains the child’s nineteenth birthday. In the case of an offense that occurred on or after the
93	93	65child’s eighteenth birthday, such probation may be imposed until such child reaches age 19 or
94	94	66age 20 in the case of a child whose case is disposed of after the child has attained the child’s
95	95	67nineteenth birthday, or age 21 in the case of a child whose case is disposed of after the child
96	96	68attains the child’s twentieth birthday.”
97	97	69 SECTION 18. Section 58 of chapter 119 of the General Laws, as appearing in the 2020
98	98	70Official Edition, is hereby amended by inserting after the words “after he attains his twentieth
99	99	71birthday”, in line 12, the following words:- “or age 22 in the case of a child whose case is
100	100	72disposed of after the child attains the child’s twenty-first birthday”
101	101	73 SECTION 19. Section 58 of chapter 119 of the General Laws, as appearing in the 2020
102	102	74Official Edition, is hereby further amended by inserting after the words “his twenty-first
103	103	75birthday”, in line 12, the following words:- “or age 23 in the case of a child whose case is

106	106	78Official Edition, is hereby amended by inserting after the words “attains the age of eighteen”, in
107	107	79lines 26 to 27, inclusive, the following words:- “in a case where the offense occurred prior to the
108	108	80child’s eighteenth birthday.”
109	109	81 SECTION 21. Section 58 of chapter 119 of the General Laws, as appearing in the 2020
110	110	82Official Edition, is hereby amended by inserting after the words “nineteenth birthday”, in lines
111	111	8329 to 30, inclusive, the following words:- “In a case where the offense occurred on or after the
112	112	84child’s eighteenth birthday, the probationary or commitment period shall not be for a period
113	113	85longer than until such child attains the age of nineteen, or twenty in the case of a child whose
114	114	86case is disposed of after such child has attained their nineteenth birthday, or twenty-one in the
115	115	87case of a child whose case is disposed of after such child has attained their twentieth birthday.”
116	116	88 SECTION 22. Section 58 of chapter 119 of the General Laws, as appearing in the 2020
117	117	89Official Edition, is hereby amended by inserting after the words “ twentieth birthday” the
118	118	90following words:- “or twenty-two in the case of a child whose case is disposed of after such child
119	119	91has attained their twenty-first birthday.”
120	120	92 SECTION 23. Section 58 of chapter 119 of the General Laws, as appearing in the 2020
121	121	93Official Edition, is hereby amended by inserting after the words “twenty-first birthday”, the
122	122	94following words:- “or twenty-two in the case of a child whose case is disposed of after they have
123	123	95attained their twenty-first birthday, or twenty-three in the case of a child whose case is disposed
124	124	96of after they have attained their twenty-second birthday.”
