2626 An Act to improve outcomes for sudden cardiac arrest.
2727 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
2828 of the same, as follows:
2929 1 SECTION 1. Subsection (b) of section 18B of chapter 6A, as appearing in the 2020
3030 2Official Edition, is hereby amended by striking out the figure "11" and inserting in place thereof
3131 3the following figure:- “13”.
3232 4 SECTION 2. Said subsection (b) of section 18B of chapter 6A, as so appearing, is
3333 5hereby amended in line 42, by inserting after the words “Massachusetts Ambulance Association”
3434 6the following words:- “, 1 of whom shall be a physician with a specialty in emergency
3535 7medicine”;
3636 8 and further in lines 42 through 44, by striking out “and 1 of whom shall be a manager or
3737 9supervisor of a PSAP and a nominated representative of the Massachusetts Communication
3838 10Supervisors Association” and inserting in place thereof the following language:-
3939 11 “1 of whom shall be a sitting manager or supervisor of a PSAP serving a population of
4040 12less than 50,000 people and a nominated representative of the Massachusetts Communication 2 of 2
4141 13Supervisors Association and 1 of whom shall be a sitting manager or supervisor of a PSAP
4242 14serving a population of more than 50,000 people and a nominated representative of the
4343 15Massachusetts Communication Supervisors Association.”
4444 16 SECTION 3. Subsection (g) of said section 18B of said chapter 6A, as so appearing, is
4545 17hereby amended by adding the following sentence:-
4646 18 The commission shall establish rules requiring PSAPs to complete quality assurance and
4747 19quality improvement (QA/QI) processes for their telecommunicator CPR instructions, in
4848 20accordance with nationally recognized standards, and provide procedures to report annually to
4949 21the commission compliance and may adjust state grant or shared revenue amounts based on
5050 22failure to comply with such rules.
5151 23 SECTION 4. Section 12V ½ of chapter 112, as so appearing, is hereby amended by
5252 24adding the following in subsections:-
5353 25 (d) Notwithstanding any general or special law to the contrary, an AED registry shall be
5454 26established for the purpose of allowing local 911 telecommunicator to locate accessible AEDs.
5555 27Any AED used in a public access defibrillation program shall register the device through the
5656 28PSAP medical control director (MCD).
5757 29 (e) Notwithstanding any general or special law to the contrary, signage located
5858 30throughout buildings shall clearly indicate AED locations.
5959 31 SECTION 5. Notwithstanding any general or special law to the contrary, the department
6060 32of public health shall include sudden cardiac arrest as a reportable disease.
