Philips and others for legislation to improve outcomes for sudden cardiac arrest by providing additional safeguards and resources. Public Health. The Commonwealth of Massachusetts _______________ In the One Hundred and Ninety-Third General Court (2023-2024) _______________ An Act to improve outcomes for sudden cardiac arrest. Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows: 1 SECTION 1. Subsection (b) of section 18B of chapter 6A, as appearing in the 2020 2Official Edition, is hereby amended by striking out the figure "11" and inserting in place thereof 3the following figure:- “13”. 4 SECTION 2. Said subsection (b) of section 18B of chapter 6A, as so appearing, is 5hereby amended in line 42, by inserting after the words “Massachusetts Ambulance Association” 6the following words:- “, 1 of whom shall be a physician with a specialty in emergency 7medicine”; 8 and further in lines 42 through 44, by striking out “and 1 of whom shall be a manager or 9supervisor of a PSAP and a nominated representative of the Massachusetts Communication 10Supervisors Association” and inserting in place thereof the following language:- 11 “1 of whom shall be a sitting manager or supervisor of a PSAP serving a population of 12less than 50,000 people and a nominated representative of the Massachusetts Communication 2 of 2 13Supervisors Association and 1 of whom shall be a sitting manager or supervisor of a PSAP 14serving a population of more than 50,000 people and a nominated representative of the 15Massachusetts Communication Supervisors Association.” 16 SECTION 3. Subsection (g) of said section 18B of said chapter 6A, as so appearing, is 17hereby amended by adding the following sentence:- 18 The commission shall establish rules requiring PSAPs to complete quality assurance and 19quality improvement (QA/QI) processes for their telecommunicator CPR instructions, in 20accordance with nationally recognized standards, and provide procedures to report annually to 21the commission compliance and may adjust state grant or shared revenue amounts based on 22failure to comply with such rules. 23 SECTION 4. Section 12V ½ of chapter 112, as so appearing, is hereby amended by 24adding the following in subsections:- 25 (d) Notwithstanding any general or special law to the contrary, an AED registry shall be 26established for the purpose of allowing local 911 telecommunicator to locate accessible AEDs. 27Any AED used in a public access defibrillation program shall register the device through the 28PSAP medical control director (MCD). 29 (e) Notwithstanding any general or special law to the contrary, signage located 30throughout buildings shall clearly indicate AED locations. 31 SECTION 5. Notwithstanding any general or special law to the contrary, the department 32of public health shall include sudden cardiac arrest as a reportable disease.
