| 29 | 29 | | 1 Chapter 149 of the General Laws is hereby amended by adding the following section:- |

| 30 | 30 | | 2 Section 204. An exclusive contract to which the commonwealth, a county or a |
|---|
| 31 | 31 | | 3municipality is a party shall contain a 30 per cent minority participation goal for sub-contractors |
|---|
| 32 | 32 | | 4hired by the exclusive contract to provide services. |

| 33 | 33 | | 5 The commissioner shall promulgate regulations for minority participation goals |
|---|
| 34 | 34 | | 6established under this section. |
