| 31 | 31 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
|---|
| 32 | 32 | | of the same, as follows: |
|---|
| 33 | 33 | | 1 The registrar shall establish a low-number registration plate auction pilot program that |
|---|
| 34 | 34 | | 2shall be limited to not more than 25% of the low-number plates currently available. The registrar |
|---|
| 35 | 35 | | 3shall determine and publish online the eligibility requirements, procedures and schedules for any |
|---|
| 36 | 36 | | 4auction conducted pursuant to this section; provided, that the registrar shall promote the interests |
|---|
| 37 | 37 | | 5of broad public participation and fairness in establishing such eligibility requirements, |
|---|
| 38 | 38 | | 6procedures and schedule; provided further, that such auctions shall be scheduled periodically at |
|---|
| 39 | 39 | | 7reasonable intervals; and provided further, that all applicants shall be residents of the |
|---|
| 40 | 40 | | 8commonwealth with an active Massachusetts driver’s license and that applicant requests for a |
|---|
| 41 | 41 | | 9specific registration plate number shall not be honored. |
