An Act establishing an auction or online transfer for low number registration plates in the 
Registry of Motor Vehicles.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority 
of the same, as follows:
1 The registrar shall establish a low-number registration plate auction pilot program that 
2shall be limited to not more than 25% of the low-number plates currently available. The registrar 
3shall determine and publish online the eligibility requirements, procedures and schedules for any 
4auction conducted pursuant to this section; provided, that the registrar shall promote the interests 
5of broad public participation and fairness in establishing such eligibility requirements, 
6procedures and schedule; provided further, that such auctions shall be scheduled periodically at 
7reasonable intervals; and provided further, that all applicants shall be residents of the 
8commonwealth with an active Massachusetts driver’s license and that applicant requests for a 
9specific registration plate number shall not be honored.
