Bradley H. Jones, Jr. and others relative to parity with out-of-state driving citations processed in 
the Commonwealth. Transportation.

An Act relative to out of state citations.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority 
of the same, as follows:
1 SECTION 1. Section 1 of Chapter 90 of the General Laws, as appearing in the 2020 
2Official Edition, is hereby amended by inserting after the definition of “Bus or motor bus” the 
3following new definition:- “Careless driving”, a person who drives a vehicle carelessly, or 
4without due caution and circumspection, in a manner so as to endanger, or be likely to endanger, 
5a person or property.
6 SECTION 2. Said chapter is hereby amended by adding the following new section at the 
7end thereof:-
8 Section 64: Citation Parity
9 The registrar shall provide parity with out of state citations processed in Massachusetts 
10including, but not limited to, careless driving citations, speeding citations, and expired 
11registration citations.
