Orlando Ramos relative to odometer readings documented incorrectly in the certificates of title 
of certain antique motor vehicles. Transportation.

An Act relative to the odometer reading of a vehicle that is 25 years or older.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority 
of the same, as follows:
1 Chapter 90D of the General Laws, as appearing in the 2020 Official Edition, is hereby 
2amended by adding the following section:-
3 Section 39. (1) If an owner of an antique motor car, as defined in section 1 of chapter 90, 
4discovers that the car mileage in their certificate of title was documented incorrectly upon 
5transferring the certificate of title, under section 15, and after a new certificate of title in the 
6name of the owner was issued by the registrar, under section 19, then the owner may appeal to 
7the registrar, by mail or delivery of the certificate of title to the registrar, to correct the car 
8mileage in the certificate of title. When appealing the certificate of title, the owner may include 
9an affidavit or any other documentation in order to prove that the car mileage was incorrectly 
10documented.
11 (2) If the registrar finds that the car mileage in the certificate of title was documented 
12incorrectly when transferring the certificate of title, then the registrar shall issue a new certificate  2 of 2
13of title, with the correct mileage of the antique motor, in the name of the owner and mail it to the 
14owner’s address. An appeal of the register’s ruling in this section is subject to section 30.
