of Conservation and Recreation land for emergency service access in the town of Cummington.

An Act to improve emergency service access in Cummington.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority 
of the same, as follows:
1 SECTION 1. Notwithstanding any general or special law to the contrary, the department 
2of conservation and recreation shall work in coordination with the town of Cummington fire 
3department to create and maintain a new utility task vehicle, also known as a utility terrain 
4vehicle, (UTV) trail from Hendricks road along East Mountain road to the beach in the Gilbert 
5A. Bliss State Forest for the purpose of allowing emergency services access by the Cummington 
6fire department to the area 	and the beach.
7 SECTION 2. The land to be used for the emergency services access in section 1 is owned 
8by the department of conservation and recreation and such use or access may be licensed by the 
9department to the town of Cummington for a renewable term of 5-years. Such license shall not 
10be a disposition of an interest in land of the commonwealth and shall not be subject to Article 97 
11of the Amendments to the Massachusetts Constitution or section 5A of chapter 3 of the General 
12Laws.
