whom was referred the petition (accompanied by bill, House, No. 4823) of 
Jessica Ann Giannino (with the approval of the mayor and city council) 
that the city of Revere be authorized to grant up to two additional licenses 
for the sale of all alcoholic beverages not to be drunk on the premises in 
said city, reports recommending that the accompanying bill (House, No. 
4991) ought to pass [Local Approval Received].

An Act authorizing the city of Revere to grant two additional licenses for the sale of all alcoholic 
beverages not to be drunk on the premises.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority 
of the same, as follows:
1 SECTION 1. (a) Notwithstanding section 17 of chapter 138 of the General Laws, the 
2licensing authority of the city of Revere may grant 2 additional licenses for the sale of all 
3alcoholic beverages not to be drunk on the premises pursuant to section 15 of said chapter 138 to 
4establishments located within the Suffolk Downs Overlay District, as defined in subsection (b), 
5upon approval of and under conditions set by the licensing authority of the city of Revere. A 
6license granted under this act shall be clearly marked on its face “Suffolk Downs Overlay 
7District” and shall be subject to all of said chapter 138 except said section 17.
8 (b) The licensing authority of the city of Revere shall restrict the 2 licenses granted 
9pursuant to this act to establishments within the “Suffolk Downs Overlay District” as shown and 
10defined in the document entitled “An Ordinance Amending the Zoning Map and Zoning 
11Ordinances of the City of Revere” as dated March 19, 2018 and approved on March 27, 2018, a 
12copy of which is on file in the office of the city clerk of the city of Revere.  2 of 2
13 (c) The licensing authority of the city of Revere shall not approve the transfer of a license 
14granted pursuant to this act to a location outside of the city’s Suffolk Downs Overlay District as 
15described in subsection (b), but it may grant a license to a new applicant within the Suffolk 
16Downs Overlay District if the applicant files with the licensing authority a letter from the 
17department of revenue and a letter from the department of unemployment assistance indicating 
18that the license is in good standing with those departments and that all applicable taxes, fees and 
19contributions have been paid.
20 (d) If a licensee terminates or fails to renew a license granted under this act or any such 
21license is cancelled, revoked or no longer in use, it shall be returned physically, with all of the 
22legal rights, privileges, and restrictions pertaining thereto, to the licensing authority which may, 
23within 2 years of such return, then grant the license to a new applicant within the city’s Suffolk 
24Downs Overlay District under the same conditions as specified in this act, otherwise such license 
25shall dissolve.
26 (e) A license granted pursuant to this act shall be issued within 1 year after the effective 
27date of this act; provided, however, that if a license is originally granted within that time period, 
28such license may be granted to a new applicant pursuant to subsections (c) and (d) thereafter.
29 SECTION 2. This act shall take effect upon its passage.
