behavioral health services (Senate, No. 1253); the Bill to expand equitable 
perinatal mental health services (Senate, No. 1261); the Bill clarifying 
mandatory overtime protections (House, No. 1867); the Bill clarifying the 
wage act to protect hospital workers from being deprived of their wages 
(House, No. 1881); the Bill relative to professional employer 
organizations (House, No. 1887); the Bill to promote the recruitment and 
retention of hospital workers (House, No. 1924); the Bill relative to 
worker compensation protections for certified medical cannabis patients 
and their caregivers (House, No. 1949); the Bill to expand equitable

psychology interjurisdictional compact (House, No. 2986); the Bill 
establishing peer-run respite centers throughout the Commonwealth 
(House, No. 3602); the petition (accompanied by bill, Senate, No. 757) of 
John F. Keenan, John J. Cronin, Rodney M. Elliott, Joanne M. Comerford 
and other members of the General Court for legislation to promote 
workforce development and provider retention at community health 
centers; the petition (accompanied by bill, Senate, No. 760) of John F. 
Keenan and Michael O. Moore for legislation relative to behavioral health 
clinic rates; the petition (accompanied by bill, Senate, No. 775) of Joan B. 
Lovely, Robyn K. Kennedy, Mathew J. Muratore, Michael D. Brady and  2 of 3
other members of the General Court for legislation relative to family 
members serving as caregivers; the petition (accompanied by bill, Senate, 
No. 795) of Patrick M. O'Connor, Paul R. Feeney and James B. Eldridge 
for legislation to maintain independent authority over nursing licensure in 
the commonwealth; the petition (accompanied by bill, Senate, No. 808) of 
Bruce E. Tarr and Michael D. Brady for legislation relative to spouses as 
caregivers; the petition (accompanied by bill, House, No. 1184) of 
Marjorie C. Decker for legislation to assure coverage and reimbursement 
for covered health care services and to establish a community health 
worker workforce development task force (including members of the 
General Court) to provide health equity; the petition (accompanied by bill, 
House, No. 1193) of Denise C. Garlick and others relative to maintaining 
independent authority over nursing licensure in the Commonwealth; the 
petition (accompanied by bill, House, No. 1210) of Mary S. Keefe and 
others for legislation to establish a community health center nurse 
practitioner residency program for the purposes of recruiting and retaining 
nurse practitioners at community health centers; and the petition 
(accompanied by bill, House, No. 1232) of James J. O'Day and others 
relative to family members serving as caregivers, reports recommending 
that the accompanying order (House, No. 5014) ought to be adopted 
[Senator O'Connor dissents].

1 Ordered, That the committee on Health Care Financing be authorized to sit during a 
2recess of the General Court to make an investigation and study of Senate documents numbered 
367, 757, 760, 775, 795, 808, 1238, 1253 and 1261 and House documents numbered 1184, 1193, 
41210, 1232, 1867, 1881, 1887, 1924, 1949, 1984, 2006, 2198, 2233, 2245, 2256, 2268, 2986 and 
53602, relative to perinatal mental health, physical therapy and other health care financing issues.
6 Said committee shall report to the General Court the results of its investigation and study 
7and its recommendations, if any, together with drafts of legislation necessary to carry such 
8recommendations into effect, by filing the same with the Clerk of the House of Representatives 
9on or before December 31, 2024.
