44 charter of the city of Lynn (Senate, No. 2936) [Local Approval Received]. August 26, 2024.

1010 By striking out all after the enacting clause and inserting in place thereof the following:–
1111 1 SECTION 1. Section 6-11 of article 6 of the charter of the city of Lynn, which is on file
1212 2in the office of the archivist of the commonwealth, as provided in section 12 of chapter 43B of
1313 3the General Laws, is hereby amended by adding the following subsection:-
1414 4 (h) The chief financial officer shall supervise and oversee a director of capital projects
1515 5who shall be appointed by the mayor subject to the approval of the city council, for a term of 3
1616 6years upon such terms as established by the mayor and approved by the city council. The director
1717 7of capital projects shall oversee and coordinate all new capital construction projects or repairs to
1818 8existing facilities, including public schools and projects valued over $25,000. The director of
1919 9capital projects shall appoint and oversee necessary project managers and other necessary
2020 10personnel to plan, supervise and manage new building construction and capital repairs projects
2121 11valued over $25,000.
2222 12 SECTION 2. The second paragraph of section 10-2 of article 10 of said charter is hereby
2323 13amended by striking out clause (d) and inserting in place there of the following clause:- 2 of 3
2424 14 (d) to oversee and perform inspections, maintenance and repairs of public buildings,
2525 15including public schools, on projects valued under $25,000.00;.
2626 16 SECTION 3. Clause (i) of the first paragraph of section 10-3 of said article 10 of said
2727 17charter is hereby amended by striking out the words “deputy building commission” and inserting
2828 18in place thereof the following words:- director of the inspectional division.
2929 19 SECTION 4. The second sentence of subsection (a) of said section 10-3 of said article 10
3030 20of said charter is hereby amended by striking out the words "lead paint inspectors and the
3131 21planning department, which shall be responsible for all of its present functions conferred upon it
3232 22by the General Laws and city ordinances" and inserting in place thereof the following words:-
3333 23and lead paint inspectors.
3434 24 SECTION 5. Said subsection (a) of said section 10-3 of said article 10 of said charter is
3535 25hereby further amended by striking out the words "deputy building commissioner", the first and
3636 26third time they appear, and inserting in place thereof, in each instance, the following words:-
3737 27director of the inspectional division.
3838 28 SECTION 6. Said subsection (a) of said section 10-3 of said article 10 of said charter is
3939 29hereby further amended by striking out the fourth sentence.
4040 30 SECTION 7. The last sentence of said subsection (a) of said section 10-3 of said article
4141 3110 of said charter is hereby amended by striking out the words "have a bachelor of science
4242 32degree in architecture or engineering or 5 years of similar experience in the supervision of
4343 33inspectional staff" and inserting in place thereof the following words:- possess experience in the
4444 34supervision of inspectional staff. 3 of 3
4545 35 SECTION 8. This act shall take effect upon its passage.
