| 10 | 10 | | By striking out all after the enacting clause and inserting in place thereof the following:– |

| 11 | 11 | | 1 SECTION 1. Section 6-11 of article 6 of the charter of the city of Lynn, which is on file |
|---|
| 12 | 12 | | 2in the office of the archivist of the commonwealth, as provided in section 12 of chapter 43B of |
|---|
| 13 | 13 | | 3the General Laws, is hereby amended by adding the following subsection:- |
|---|
| 14 | 14 | | 4 (h) The chief financial officer shall supervise and oversee a director of capital projects |
|---|
| 15 | 15 | | 5who shall be appointed by the mayor subject to the approval of the city council, for a term of 3 |
|---|
| 16 | 16 | | 6years upon such terms as established by the mayor and approved by the city council. The director |
|---|
| 17 | 17 | | 7of capital projects shall oversee and coordinate all new capital construction projects or repairs to |
|---|
| 18 | 18 | | 8existing facilities, including public schools and projects valued over $25,000. The director of |
|---|
| 19 | 19 | | 9capital projects shall appoint and oversee necessary project managers and other necessary |
|---|
| 20 | 20 | | 10personnel to plan, supervise and manage new building construction and capital repairs projects |
|---|
| 21 | 21 | | 11valued over $25,000. |

| 22 | 22 | | 12 SECTION 2. The second paragraph of section 10-2 of article 10 of said charter is hereby |

| 23 | 23 | | 13amended by striking out clause (d) and inserting in place there of the following clause:- 2 of 3 |

| 24 | 24 | | 14 (d) to oversee and perform inspections, maintenance and repairs of public buildings, |

| 25 | 25 | | 15including public schools, on projects valued under $25,000.00;. |

| 26 | 26 | | 16 SECTION 3. Clause (i) of the first paragraph of section 10-3 of said article 10 of said |

| 28 | 28 | | 18in place thereof the following words:- director of the inspectional division. |

| 29 | 29 | | 19 SECTION 4. The second sentence of subsection (a) of said section 10-3 of said article 10 |

| 30 | 30 | | 20of said charter is hereby amended by striking out the words "lead paint inspectors and the |

| 31 | 31 | | 21planning department, which shall be responsible for all of its present functions conferred upon it |

| 32 | 32 | | 22by the General Laws and city ordinances" and inserting in place thereof the following words:- |

| 36 | 36 | | 26third time they appear, and inserting in place thereof, in each instance, the following words:- |
