Text of an amendment, offered by Mr. Walsh of Peabody, to the Senate Bill amending the
charter of the city of Lynn (Senate, No. 2936) [Local Approval Received]. August 26, 2024.

By striking out all after the enacting clause and inserting in place thereof the following:–
1 SECTION 1. Section 6-11 of article 6 of the charter of the city of Lynn, which is on file
2in the office of the archivist of the commonwealth, as provided in section 12 of chapter 43B of
3the General Laws, is hereby amended by adding the following subsection:-
4 (h) The chief financial officer shall supervise and oversee a director of capital projects
5who shall be appointed by the mayor subject to the approval of the city council, for a term of 3
6years upon such terms as established by the mayor and approved by the city council. The director
7of capital projects shall oversee and coordinate all new capital construction projects or repairs to
8existing facilities, including public schools and projects valued over $25,000. The director of
9capital projects shall appoint and oversee necessary project managers and other necessary
10personnel to plan, supervise and manage new building construction and capital repairs projects
11valued over $25,000.
12 SECTION 2. The second paragraph of section 10-2 of article 10 of said charter is hereby
13amended by striking out clause (d) and inserting in place there of the following clause:- 2 of 3
14 (d) to oversee and perform inspections, maintenance and repairs of public buildings,
15including public schools, on projects valued under $25,000.00;.
16 SECTION 3. Clause (i) of the first paragraph of section 10-3 of said article 10 of said
17charter is hereby amended by striking out the words “deputy building commission” and inserting
18in place thereof the following words:- director of the inspectional division.
19 SECTION 4. The second sentence of subsection (a) of said section 10-3 of said article 10
20of said charter is hereby amended by striking out the words "lead paint inspectors and the
21planning department, which shall be responsible for all of its present functions conferred upon it
22by the General Laws and city ordinances" and inserting in place thereof the following words:-
23and lead paint inspectors.
24 SECTION 5. Said subsection (a) of said section 10-3 of said article 10 of said charter is
25hereby further amended by striking out the words "deputy building commissioner", the first and
26third time they appear, and inserting in place thereof, in each instance, the following words:-
27director of the inspectional division.
28 SECTION 6. Said subsection (a) of said section 10-3 of said article 10 of said charter is
29hereby further amended by striking out the fourth sentence.
30 SECTION 7. The last sentence of said subsection (a) of said section 10-3 of said article
3110 of said charter is hereby amended by striking out the words "have a bachelor of science
32degree in architecture or engineering or 5 years of similar experience in the supervision of
33inspectional staff" and inserting in place thereof the following words:- possess experience in the
34supervision of inspectional staff. 3 of 3
35 SECTION 8. This act shall take effect upon its passage.
