2828 An Act relative to police cadets in the city of Everett.
2929 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
3030 of the same, as follows:
3131 1 SECTION 1. Notwithstanding chapter 31 of the General Laws, a person who has
3232 2completed not less than 2 years of service as a police cadet on the police department of the city
3333 3of Everett pursuant to section 21A of chapter 147 of the General Laws may, subject to a program
3434 4established by the appointing authority of the city, and approved by the personnel administrator
3535 5and the Municipal Police Training Committee, be appointed to fill a vacancy on a position in the
3636 6lowest grade in the police department of the city without certification from an eligible list
3737 7prepared pursuant to said chapter 31; provided, however, that such person is either on a police
3838 8entrance eligible list prepared under said chapter 31 or passes a police entrance examination to
3939 9be given by the personnel administrator for civil service. Such program shall include provisions
4040 10for appointment as police cadets in said city and an eligible list prepared after a competitive 2 of 2
4141 11examination under the supervision of the Chief of Police of said city. Appointments from this list
4242 12may, in the discretion of the appointing authority, be made on a selective basis for the purposes
4343 13of affirmative action in the employment of females and minorities as police cadets.
4444 14 SECTION 2. If any federal or state, administrative or court order requires the listing of
4545 15candidates on separate groups, each group to be listed according to the law of the
4646 16commonwealth, then this act shall be subject to such listing.
4747 17 SECTION 3. Not more than 33 1/3 per cent of the total appointments to the regular police
4848 18force of the city of Everett in any calendar year shall be made pursuant to this act. The
4949 19appointing authority of the city shall report in writing any appointment made pursuant to this act
5050 20to the personnel administrator in the Human Resources Division.
5151 21 SECTION 4. The provisions of section 61 of chapter 31 of the General Law shall apply
5252 22to appointments made under this act.
5353 23 SECTION 5. This act shall take effect upon its passage.
