Telecommunications, Utilities and Energy. The Commonwealth of Massachusetts _______________ In the One Hundred and Ninety-Third General Court (2023-2024) _______________ An Act establishing off-peak charging rebates. Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows: 1 Within three months after the effective date of this act, the department of public utilities 2shall open a proceeding to direct distribution companies to propose rate rebates for off-peak 3electric vehicle charging relative to on-peak charging that incorporate values for avoided energy 4and capacity costs, avoided transmission costs, avoided distribution costs, improved grid 5reliability, capacity benefits in the form of demand induced price reduction effects, avoided 6greenhouse gas emissions and public health benefits. Within six months of the opening of such a 7proceeding, the department of public utilities shall direct the distribution companies to 8implement such rebates. Such discounts shall be coordinated to minimize differences between 9distribution companies.
