No. 2684 The Commonwealth of Massachusetts _______________ In the One Hundred and Ninety-Third General Court (2023-2024) _______________ An Act relative to culturally competent and effective health care. Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows: 1 SECTION 1. Chapter 111 of the General Laws, as appearing in the 2022 Official Edition, 2is hereby amended by inserting after section 244 the following section:- 3 Section 245: Notwithstanding any special or general law to the contrary, the Board of 4Registration in Medicine and the Center for Health Information and Analysis shall collect and 5make publicly available data and information concerning the cultural, ethnic, linguistic, and 6educational composition of the physician workforce for the purposes of assessing the impact of 7physician workforce diversity and health outcomes in the Commonwealth of Massachusetts. 8 Health care facilities licensed under Section 51 of Chapter 111 of the Massachusetts 9General Laws shall provide to both the Board of Registration in Medicine and the Center for 10Health Information and Analysis, including but not limited to the following data on a yearly 11basis for physicians, medical fellows, interns, and residents: 12 I. Demographic information, including but not limited to race, ethnicity, gender 13identity, and sexual orientation 2 of 2 14 II.Linguistic information 15 III. Medical specialty/subspecialty 16 IV.Duration of practice in Massachusetts 17 V. Duration of practice at current facility 18 VI.Highest Professional Level / Leadership Appointment 19 VII.Highest Academic Appointment 20 VIII.Highest Educational Debt 21 IX.Employment status: Part-time / full-time / per diem 22 This data shall be aggregated and made publicly available on the Board of Registration in 23Medicine website no more than 60 days after the end of each year. 24 SECTION 2. The Center for Health Information and Analysis shall report on the data 25collected under this section to the Clerks of the House and Senate, the Joint Committee on Public 26Health, and the Department of Public Health no later than February 28th of each calendar year. 27 SECTION 3. This act shall become effective 90 days after enactment.
