1111 1 SECTION 1. To provide for a program of capital investments for information technology
1212 2and data and cyber-security improvements to various state programs, services, agencies,
1313 3institutions and properties and to fund technology infrastructure, the sums set forth in sections
1414 42A, 2B and 2C of this act, for the several purposes and subject to the conditions specified in this
1515 5act, are hereby made available through December 31, 2030, subject to the laws regulating the
1616 6disbursement of public funds, which sums shall be in addition to any other amounts previously
1717 7appropriated for these purposes; provided, that the amounts specified for a particular project may
1818 8be adjusted in order to facilitate projects authorized in this act.

2626 16preparation of plans and specifications, the purchase, procurement, acquisition, licensing and
2727 17implementation of information technology, telecommunications and data-security-related

2929 19state agencies of the commonwealth; provided, that for projects the secretary of administration

175175 165expended to the town of Canton for information technology upgrades; and provided further, that

189189 179 SECTION 3. Chapter 29 of the General Laws is hereby amended by inserting after
190190 180section 2DDDDDD the following section:-
191191 181 Section 2EEEEEE. (a) There shall be an Information Technology Federal
192192 182Reimbursement Fund, which shall be a separate, non-budgeted special revenue fund and
193193 183administered by the secretary of technology services and security. The secretary shall expend
194194 184money from the fund for information technology projects related to the commonwealth’s health
195195 185and human services. There shall be credited to the fund: (i) amounts equal to any federal
196196 186financial participation revenues claimed and received by the commonwealth for eligible
197197 187expenditures made from this fund or from eligible expenditures made in direct connection with
198198 188eligible expenditures made from this fund; and (ii) interest earned on any money in the fund.
199199 189Amounts credited to the fund shall be expended without further appropriation. Annually, not
200200 190later than November 1, the secretary shall file a report on the fund’s activities with the clerks of
201201 191the senate and house of representatives, the senate and house committees on ways and means and
202202 192the joint committee on advanced information technology, the internet and cybersecurity. 10 of 10
203203 193 (b) To accommodate timing discrepancies between the receipt of revenue and related
204204 194expenditures, the comptroller may certify for payment amounts not to exceed the most recent
205205 195revenue estimates as certified by the secretary to be transferred, credited or deposited under this
206206 196section. Money remaining in the fund at the end of a fiscal year shall not revert to the General
207207 197Fund and shall be available for expenditure in subsequent fiscal years.
208208 198 SECTION 4. To meet the expenditures necessary to carry out sections 2A and 2B, the
209209 199state treasurer shall, upon request of the governor, issue and sell bonds of the commonwealth in
210210 200an amount to be specified by the governor from time to time, but not exceeding, in the aggregate,
211211 201$1,055,000,000. All bonds issued by the commonwealth under this section shall be designated on
212212 202their face, FutureTech Act of 2024, and shall be issued for a maximum term of years, not
213213 203exceeding 10 years, as the governor may recommend to the general court under section 3 of
214214 204Article LXII of the Amendments to the Constitution. All such bonds shall be payable not later
215215 205than June 30, 2039.
216216 206 SECTION 5. To meet the expenditures necessary to carry out section 2C, the state
217217 207treasurer shall, upon request of the governor, issue and sell bonds of the commonwealth in an
218218 208amount to be specified by the governor from time to time, but not exceeding, in the aggregate,
219219 209$189,658,000. All bonds issued by the commonwealth under this section shall be designated on
220220 210their face, FutureTech Act of 2024, and shall be issued for a maximum term of years, not
221221 211exceeding 30 years, as the governor may recommend to the general court under section 3 of
222222 212Article LXII of the Amendments to the Constitution. All such bonds shall be payable not later
223223 213than June 30, 2059.
