Senate, June 6, 2024 -- Text of the Senate amendment to the House Bill to provide for the future 
information technology needs of Massachusetts (House, No. 4648) (being the text of Senate, No.

1 SECTION 1. To provide for a program of capital investments for information technology 
2and data and cyber-security improvements to various state programs, services, agencies, 
3institutions and properties and to fund technology infrastructure, the sums set forth in sections 
42A, 2B and 2C of this act, for the several purposes and subject to the conditions specified in this 
5act, are hereby made available through December 31, 2030, subject to the laws regulating the 
6disbursement of public funds, which sums shall be in addition to any other amounts previously 
7appropriated for these purposes; provided, that the amounts specified for a particular project may 
8be adjusted in order to facilitate projects authorized in this act.

12 1790-3014For costs associated with initiatives, projects and expenditures to make 
13improvements to the quality, consistency, efficiency and delivery of any service or program for 
14the benefit of the public and the interactions between 	residents and state agencies and  2 of 10
15instrumentalities of the commonwealth, including, but not limited to, planning and studies, the 
16preparation of plans and specifications, the purchase, procurement, acquisition, licensing and 
17implementation of information technology, telecommunications and data-security-related 
18equipment, hardware, software, systems, intellectual property and related projects for various 
19state agencies of the commonwealth; provided, that for projects the secretary of administration 
20and finance certifies to the comptroller directly or indirectly generate state revenue or budgetary 
21savings, the comptroller shall transfer such revenue or budgetary savings to the state treasurer for 
22payment of debt service related to those projects; and provided further, that any federal 
23reimbursement received by a state agency in connection with projects funded from this item may 
24be retained by the state agency or the executive office of technology services and security and 
25expended for the purposes of the project, without further appropriation, in addition to the

32telecommunications and data-security-related equipment, hardware, software, systems, 
33intellectual property and related projects for various state agencies of the commonwealth; 
34provided, that for projects the secretary of administration and finance certifies to the comptroller 
35directly or indirectly generate state revenue or budgetary savings, the comptroller shall transfer 
36such revenue or budgetary savings to the state treasurer for payment of debt service related to 
37those projects; and provided further, that any federal reimbursement received by a state agency  3 of 10
38in connection with projects funded from this item may be retained by the state agency or the 
39executive office of technology services and security and expended for the purposes of the 
40project, without further appropriation, in addition to the amounts appropriated in this

42 1790-3016For costs associated with planning and studies, the preparation of plans 
43and specifications, the purchase, procurement, acquisition, licensing and implementation of 
44information technology, telecommunications and data-security-related equipment, hardware, 
45software, systems, intellectual property and related projects for various state agencies and public 
46instrumentalities of the commonwealth to mitigate, avoid or respond to risks to the security of 
47the commonwealth’s technology and telecommunications infrastructure or operations; provided, 
48that for projects the secretary of administration and finance certifies to the comptroller directly or 
49indirectly generate state revenue or budgetary savings, the comptroller shall transfer such 
50revenue or budgetary savings to the state treasurer for payment of debt service related to those 
51projects; provided further, that any federal reimbursement received by a state agency or public 
52instrumentality in connection with projects funded from this item may be retained by the state 
53agency or public instrumentality or the executive office of technology services and security and 
54expended for the purposes of the project, without further appropriation, in addition to the 
55amounts appropriated in this item; and provided further, that not less than $375,000 shall be 
56made available to Bridgewater state university’s security operations center.………$200,000,000

58and specifications, the purchase, procurement, acquisition, licensing and implementation of 
59information technology, telecommunications and data-security-related equipment, hardware, 
60software, systems, intellectual property and related projects for various state agencies of the  4 of 10
61commonwealth, including, but not limited to, executing strategic initiatives, improving business 
62intelligence and modernizing governmental functions; provided, that for projects the secretary of 
63administration and finance certifies to the comptroller directly or indirectly generate state 
64revenue or budgetary savings, the comptroller shall transfer such revenue or budgetary savings to 
65the state treasurer for payment of debt service related to those projects; and provided further, that 
66any federal reimbursement received by a state agency in connection with projects funded from 
67this item may be retained by the state agency or the executive office of technology services and 
68security and expended for the purposes of the project, without further appropriation, in addition

74quality, efficiency and delivery of any service or program for the benefit of the public and the 
75interactions between residents and state agencies and instrumentalities of the commonwealth, 
76including, but not limited to, planning and studies, the preparation of plans and specifications, 
77the purchase, procurement, acquisition, licensing and implementation of artificial intelligence 
78and machine learning systems for the various state agencies and instrumentalities of the 
79commonwealth; provided, that such initiatives, projects and expenditures shall be in accordance 
80with enterprise security policies and other applicable administrative directives issued under 
81section 3 of chapter 7D of the General Laws and approved by the executive office of technology 
82services and security; provided further, that for projects the secretary of administration and  5 of 10
83finance certifies to the comptroller directly or indirectly generate state revenue or budgetary 
84savings, the comptroller shall transfer such revenue or budgetary savings to the state treasurer for 
85payment of debt service related to those projects; and provided further, that any federal 
86reimbursement received by a state agency in connection with projects funded from this item may 
87be retained by the state agency or the executive office of technology services and security and 
88expended for the purposes of this project, without further appropriation, in addition to the 
89amounts appropriated in this item; provided further, that not later than November 1, 2024 and 
90annually thereafter until November 1, 2030, the secretary of administration and finance shall 
91submit to the office of the state auditor, the house and senate committees on ways and means and 
92the joint committee on state administration and regulatory oversight a complete accounting of 
93and justification for all initiatives, projects and expenditures totaling not less than $250,000 over

96executive office for administration and finance, in consultation with the secretary of technology 
97services and security, to assist municipalities and state, local and Indian tribal governments with

101 EXECUTIVE OFFICE FOR ADMINISTRATION AND FINANCE

103 1100-2518For capital funding for eligible cities, towns, regional organizations, 
104including regional school districts and regional vocational technical high schools, whose  6 of 10
105membership is exclusively composed of municipal governments, tribes, local governmental 
106agencies, authorities or subdivisions, quasi-state agencies, public authorities and institutions and 
107similar governmental agencies for purposes, including, but not limited to, addressing threats to 
108information systems, managing and reducing systemic risk to information systems, improving 
109security of critical technology infrastructure and improving resilience; provided, that investments 
110may include, but shall not be limited to, planning and studies, improvements to government 
111efficiency and effectiveness, preparation of plans and specifications, asset modernization, 
112information technology equipment and technical assistance; provided further, that not less than 
113$250,000 shall be expended to the Worcester public schools for the replacement of the voice 
114over internet protocol phone system; provided further, that not less than $250,000 shall be 
115expended to the city of Worcester for information technology improvements at the Worcester 
116public library; provided further, that not less than $100,000 shall be expended to the town of 
117Boxford for upgrades to its information technology infrastructure; provided further, that not less 
118than $150,000 shall be expended to the town of North Reading for upgrades to its information 
119technology infrastructure; provided further, that not less than $200,000 shall be expended to the 
120city of Newburyport for upgrades to its information technology infrastructure; provided further, 
121that not less than $150,000 shall be expended for water treatment plant security enhancements in 
122the city of Peabody; provided further, that not later than November 1, 2024 and annually 
123thereafter until November 1, 2030, the secretary of administration and finance shall submit to the 
124office of the state auditor, the house and senate committees on ways and means and the joint 
125committee on state administration and regulatory oversight a complete accounting of and 
126justification for all funding awards and investments totaling not less than $250,000 over the 
127previous 12-month period; provided further, that not less than $250,000 shall be expended to the  7 of 10
128Worcester police department to purchase equipment to access the National Integrated Ballistic 
129Information Network; provided further, that not less than $50,000 shall be expended for 
130information technology modernization in the town of Auburn; provided further, that not less than 
131$50,000 shall be expended for information technology modernization in the town of Millbury; 
132provided further, that not less than $50,000 shall be expended for information technology 
133modernization in the town of Grafton; provided further, that not less than $50,000 shall be 
134expended for information technology modernization in the town of Westborough; provided 
135further, that not less than $50,000 shall be expended for information technology modernization 
136in the town of Shrewsbury; provided further, that not less than $250,000 shall be expended for 
137information technology upgrades for the Southwick-Tolland-Granville regional school district in 
138the town of Southwick; provided further, that not less than $250,000 shall be expended for 
139information technology upgrades for the North Adams school district in the city of North Adams; 
140provided further, that not less than $90,000 shall be expended to the city of Somerville for the 
141acquisition and implementation of a mobile device management tool to manage and secure all 
142city mobile devices; provided further, that not less than $240,000 shall be expended to the health 
143and human services department of the city of Somerville for the acquisition and implementation 
144of new data management software to streamline and manage care and address health equity in 
145data collection and analysis processes; provided further, that not less than $150,000 shall be 
146expended to the city of Salem for the replacement of portable public safety radios; provided 
147further, that not less than $200,000 shall be expended to the Cape Cod commission for feasibility 
148assessments for regional and municipal broadband programs; provided further, that not less than 
149$250,000 shall be expended to the city of New Bedford for internet upgrades to its free public 
150library, including Wi-Fi upgrades; provided further, that not less than $200,000 shall be  8 of 10
151expended for network availability and network security in the town of Westford; provided 
152further, that not less than $150,000 shall be expended to the town of Danvers for security 
153cameras and integrated fob door security in school and town buildings; provided further, that not 
154less than $150,000 shall be expended to the city of Beverly to improve connectivity, network 
155speed and data security and to connect additional locations and security cameras throughout the 
156city; provided further, that not less than $250,000 shall be expended to the Tantasqua regional 
157school district for information technology improvements and communication and data security 
158upgrades; provided further, that not less than $250,000 shall be expended to the Dudley-Charlton 
159regional school district for information technology improvements and communication and data 
160security upgrades; provided further, that not less than $35,000 shall be expended to the city 
161known as the town of North Attleborough for election support equipment including, but not 
162limited to, poll pads and associated equipment, custom-built electrical cordage and trip-resistant 
163floor mats; provided further, that not less than $43,000 shall be expended for electronic voting 
164technology upgrades in the town of Sharon; provided further, that not less than $250,000 shall be 
165expended to the town of Canton for information technology upgrades; and provided further, that 
166not less than $300,000 shall be expended to the Urban College of Boston: a Two-Year College, 
167Inc. for upgrades to improve student technological access…………………....…..$154,658,000

179 SECTION 3. Chapter 29 of the General Laws is hereby amended by inserting after 
180section 2DDDDDD the following section:-
181 Section 2EEEEEE. (a) There shall be an Information Technology Federal 
182Reimbursement Fund, which shall be a separate, non-budgeted special revenue fund and 
183administered by the secretary of technology services and security. The secretary shall expend 
184money from the fund for information technology projects related to the commonwealth’s health 
185and human services. There shall be credited to the fund: (i) amounts equal to any federal 
186financial participation revenues claimed and received by the commonwealth for eligible 
187expenditures made from this fund or from eligible expenditures made in direct connection with 
188eligible expenditures made from this fund; and (ii) interest earned on any money in the fund. 
189Amounts credited to the fund shall be expended without further appropriation. Annually, not 
190later than November 1, the secretary shall file a report on the fund’s activities with the clerks of 
191the senate and house of representatives, the senate and house committees on ways and means and 
192the joint committee on advanced information technology, the internet and cybersecurity. 10 of 10
193 (b) To accommodate timing discrepancies between the receipt of revenue and related 
194expenditures, the comptroller may certify for payment amounts not to exceed the most recent 
195revenue estimates as certified by the secretary to be transferred, credited or deposited under this 
196section. Money remaining in the fund at the end of a fiscal year shall not revert to the General 
197Fund and shall be available for expenditure in subsequent fiscal years.
198 SECTION 4. To meet the expenditures necessary to carry out sections 2A and 2B, the 
199state treasurer shall, upon request of the governor, issue and sell bonds of the commonwealth in 
200an amount to be specified by the governor from time to time, but not exceeding, in the aggregate, 
201$1,055,000,000. All bonds issued by the commonwealth under this section shall be designated on 
202their face, FutureTech Act of 2024, and shall be issued for a maximum term of years, not 
203exceeding 10 years, as the governor may recommend to the general court under section 3 of 
204Article LXII of the Amendments to the Constitution. All such bonds shall be payable not later 
205than June 30, 2039. 
206 SECTION 5. To meet the expenditures necessary to carry out section 2C, the state 
207treasurer shall, upon request of the governor, issue and sell bonds of the commonwealth in an 
208amount to be specified by the governor from time to time, but not exceeding, in the aggregate, 
209$189,658,000. All bonds issued by the commonwealth under this section shall be designated on 
210their face, FutureTech Act of 2024, and shall be issued for a maximum term of years, not 
211exceeding 30 years, as the governor may recommend to the general court under section 3 of 
212Article LXII of the Amendments to the Constitution. All such bonds shall be payable not later 
213than June 30, 2059.
