SENATE, August 5, 2024.
The committee on Senate Ways and Means to whom was referred the Senate Bill 
ensuring domestic violence victims' protections for all employees in the Commonwealth (Senate, 
No. 2479), - reports, recommending that the same ought to pass with an amendment substituting 
a new draft with the same title (Senate, No. 2934).

An Act ensuring domestic violence victims' protections for all employees in the Commonwealth.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority 
of the same, as follows:
1 SECTION 1. Section 52E of chapter 149 of the General Laws, as appearing in the 2022 
2Official Edition, is hereby amended by inserting after the definition of “Abusive behavior” the 
3following 2 definitions:-
4 “Client employer”, a business entity that obtains or is provided workers to perform labor 
5or services within its usual course of business from a third party, including, but not limited to, a 
6staffing agency as defined in section 159C. 
7 "Contract worker”, an individual who performs labor or services for a client employer but 
8is not considered an employee under section 148B, including individuals who are contracted for 
9work by client employers.
10 SECTION 2. Said section 52E of said chapter 149, as so appearing, is hereby further 
11amended by striking out, in line 36, the words “An employer shall permit an employee” and 
12inserting in place thereof the following words:- An employer or a client employer shall permit an 
13employee or a contract worker.
