An Act supporting maternal and pediatric health.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority 
of the same, as follows:
1 SECTION 1. Chapter 32A of the General Laws is hereby amended by adding the 
2following section:-
3 Section 33. Any coverage offered by the commission to an active or retired employee of 
4the commonwealth insured under the group insurance commission shall provide coverage for a 
5prenatal pediatric visit. The term ‘prenatal pediatric visit’ shall mean an appointment between a 
6pregnant person and a pediatrician to provide a foundation on which to build a positive, family-
7pediatric professional partnership as recommended by the American Academy of Pediatrics.
8 SECTION 2. Chapter 118E of the General Laws, as appearing in the 2020 Official 
9Edition, is hereby amended by inserting after section 10Q, the following section:-
10 Section 10R. (a) The division and its contracted health insurers, health plans, health 
11maintenance organizations, behavioral health management firms and third-party administrators 
12under contract to a Medicaid managed care organization or primary care clinician shall provide  2 of 3
13coverage for a prenatal pediatric visit. The term ‘prenatal pediatric visit’ shall mean an 
14appointment between a pregnant person and a pediatrician to provide a foundation on which to 
15build a positive, family-pediatric professional partnership as recommended by the American 
16Academy of Pediatrics.
17 (b) The division shall provide notice to its members regarding the coverage required by 
18this section. The notice shall be in writing and prominently positioned in any literature or 
19correspondence sent to members and shall be transmitted to members within calendar year when 
20annual information is made available to members, or in any other mailing or communication to 
21members.
22 SECTION 3. Chapter 175 of the General Laws is hereby amended by inserting after 
23section 47TT the following section:-
24 Section 47UU. Any policy, contract, agreement, plan or certificate of insurance issued, 
25delivered or renewed within the commonwealth that provides medical expense coverage shall 
26provide coverage for a prenatal pediatric visit. The term ‘prenatal pediatric visit’ shall mean an 
27appointment between a pregnant person and a pediatrician to provide a foundation on which to 
28build a positive, family-pediatric professional partnership as recommended by the American 
29Academy of Pediatrics.
30 SECTION 4. Chapter 176A of the General Laws is hereby amended by inserting after 
31section 8UU the following section:-
32 Section 8VV. A contract between a subscriber and the corporation under an individual or 
33group hospital service plan which is delivered, issued or renewed within the commonwealth shall 3 of 3
34 provide coverage for a prenatal pediatric visit. The term ‘prenatal pediatric visit’ shall 
35mean an appointment between a pregnant person and a pediatrician to provide a foundation on 
36which to build a positive, family-pediatric professional partnership as recommended by the 
37American Academy of Pediatrics.
38 SECTION 5. Chapter 176B of the General Laws is hereby amended by inserting after 
39section 4UU the following section:-
40 Section 4VV. Any subscription certificate under an individual or group medical service 
41agreement delivered, issued or renewed within the commonwealth shall provide coverage for a 
42prenatal pediatric visit. The term ‘prenatal pediatric visit’ shall mean an appointment between a 
43pregnant person and a pediatrician to provide a foundation on which to build a positive, family-
44pediatric professional partnership as recommended by the American Academy of Pediatrics.
45 SECTION 6. Chapter 176G of the General Laws is hereby amended by inserting after 
46section 4MM the following section:-
47 Section 4NN. Any individual or group health maintenance contract shall provide 
48coverage for a prenatal pediatric visit. The term ‘prenatal pediatric visit’ shall mean an 
49appointment between a pregnant person and a pediatrician to provide a foundation on which to 
50build a positive, family-pediatric professional partnership as recommended by the American 
51Academy of Pediatrics.
