Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows: 1 Add New Third Paragraph to G.L. ch. 149, Section 26: 2 In the employment of mechanics and apprentices, teamsters, chauffeurs and laborers in 3the construction, reconstruction, installation, demolition, maintenance or repair of a building on 4property that is subject to a tax increment financing plan, tax credit, or tax relief provided under 5M.G.L. ch. 40, Section 59 (Tax Increment Financing Plan), Section 60 (Urban Center Housing 6Tax Increment Financing Plan), Section 60A (Manufacturing Workforce Training Tax Increment 7Financing Plan), Section 60B (Workforce Housing Special Tax Assessment Plan), M.G.L. ch. 862, Section 6J and M.G.L ch. 63, Section 38R (Historic Rehabilitation Tax Credit), M.G.L. ch. 940V (Housing Development Incentive Program), and any other provision of law or regulation 10now existing or that may be adopted in the future authorizing a tax increment financing plan, tax 2 of 2 11credit, or any other form of tax relief, the rate per hour of the wages paid to mechanics and 12apprentices, teamsters, chauffeurs and laborers on such building projects shall be not be less than 13the rate or rates of wages to be determined by the commissioner in accordance with the first 14paragraph of this Section 26. Employers of such mechanics and apprentices, teamsters, 15chauffeurs and laborers shall be subject to the requirements of G.L. ch 149, Section 27B with 16respect to work performed on such building projects, and shall submit their weekly certified 17payroll reports and statements of compliance to the authority granting the tax relief in question. 18The payroll records and statements of compliance required by this Section shall be available for 19inspection by any interested party filing a written request to the granting authority for such 20inspection and copying.
