2828 An Act relative to assessor certificates.
2929 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
3030 of the same, as follows:
3131 1 SECTION 1. Chapter 59 of the General Laws is hereby amended by striking out section
3232 221A and inserting in place thereof the following section:-
3333 3 Section 21A. (a) In any city or town that accepts this section, an assessor or assistant
3434 4assessor who has completed the necessary courses of study and training and has been awarded a
3535 5certificate by the International Association of Assessing Officers as a certified assessment
3636 6evaluator or who has been awarded a certificate by the Massachusetts Association of Assessing
3737 7Officers, Inc. as a certified Massachusetts assessor shall receive as compensation from such city
3838 8or town, in addition to the regular compensation paid by such city or town for services in such
3939 9office, an amount equal to 10 per cent of such regular compensation; provided, that such
4040 10additional compensation shall not exceed: (i) $3000 annually, if such assessor or assistant 2 of 4
4141 11assessor is employed on a full-time basis; or (ii) $500 annually, if such assessor of assistant
4242 12assessor is employed on a part-time basis.
4343 13 (b) An assessor or assistant assessor who has completed the necessary courses of study
4444 14and training and has been awarded a certificate by the International Association of Assessing
4545 15Officers as a residential evaluation specialist or who has been awarded a certificate by the
4646 16Massachusetts Association of Assessing Officers, Inc. as a residential Massachusetts assessor
4747 17shall receive as compensation from such city or town, in addition to the regular compensation
4848 18paid by such city or town for services in such office, an amount equal to 5 per cent of such
4949 19regular compensation; provided, that such additional compensation shall not exceed $2,000
5050 20annually, and the increase shall only apply if such assessor or assistant assessor is employed on a
5151 21full-time basis.
5252 22 (c) An assessor or assistant assessor who has completed the necessary courses of study
5353 23and training and has been awarded a certificate by the International Association of Assessing
5454 24Officers as an assessment administration specialist or who has been awarded a certificate by the
5555 25Massachusetts Association of Assessing Officers, Inc. as a Massachusetts accredited assessor
5656 26shall receive as compensation from such city or town, in addition to the regular compensation
5757 27paid by such city or town for services in such office, an amount equal to 3 per cent of such
5858 28regular compensation; provided, that in no event shall such additional compensation exceed
5959 29$1,000 annually, and the increase shall only apply if such assessor or assistant assessor is
6060 30employed on a full-time basis.
6161 31 (d) An assessor or assistant assessor who has been awarded any certificates referred to in
6262 32this section shall receive such additional compensation for only 1 of such certificates. In order to 3 of 4
6363 33qualify for such additional compensation, an assessor or assistant assessor shall submit proof that
6464 34they have been awarded such certificates to the mayor or the select board of such city or town.
6565 35The additional compensation herein provided shall be prorated for any 12-month period in which
6666 36an eligible person does not hold the office of assessor or assistant assessor for 12 consecutive
6767 37months.
6868 38 SECTION 2. Said chapter 59 of the General Laws is hereby further amended by striking
6969 39out section 21A½ and inserting in place thereof the following section:-
7070 40 Section 21A½. (a) In any city or town that accepts this section, an assessor or assistant
7171 41assessor who has completed the necessary courses of study and training and has been awarded a
7272 42certificate by the International Association of Assessing Officers as a certified assessment
7373 43evaluator or who has been awarded a certificate by the Massachusetts Association of Assessing
7474 44Officers, Inc. as a certified Massachusetts assessor shall receive as compensation from such city
7575 45or town, in addition to the regular compensation paid by such city or town for services in such
7676 46office, an amount equal to 10 per cent of such regular compensation.
7777 47 (b) An assessor or assistant assessor who has completed the necessary courses of study
7878 48and training and has been awarded a certificate by the International Association of Assessing
7979 49Officers as a residential evaluation specialist or who has been awarded a certificate by the
8080 50Massachusetts Association of Assessing Officers, Inc. as a residential Massachusetts assessor
8181 51shall receive as compensation from such city or town, in addition to the regular compensation
8282 52paid by such city or town for services in such office, an amount equal to 5 per cent of such

8484 54 (c) An assessor or assistant assessor who has completed the necessary courses of study
8585 55and training and has been awarded a certificate by the International Association of Assessing
8686 56Officers as an assessment administration specialist or who has been awarded a certificate by the
8787 57Massachusetts Association of Assessing Officers, Inc. as a Massachusetts accredited assessor
8888 58shall receive as compensation from such city or town, in addition to the regular compensation
8989 59paid by such city or town for services in such office, an amount equal to 3 per cent of such
9090 60regular compensation.
9191 61 (d) An assessor or assistant assessor who has been awarded more than 1 of the certificates
9292 62referred to in this section shall receive such additional compensation for only 1 of such
9393 63certificates. In order to qualify for such additional compensation, an assessor or assistant assessor
9494 64shall submit proof that they have been awarded such certificates to the mayor or the select board
9595 65of such city or town. The additional compensation herein provided shall be prorated for any 12-
9696 66month period in which an eligible person does not hold the office of assessor or assistant assessor
9797 67for 12 consecutive months. In those cities and towns that accept the provisions of section 21A,
9898 68this section shall not apply.
