29 | 29 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
---|
30 | 30 | | of the same, as follows: |
---|
31 | 31 | | 1 SECTION 1. Chapter 59 of the General Laws is hereby amended by striking out section |
---|
32 | 32 | | 221A and inserting in place thereof the following section:- |
---|
33 | 33 | | 3 Section 21A. (a) In any city or town that accepts this section, an assessor or assistant |
---|
34 | 34 | | 4assessor who has completed the necessary courses of study and training and has been awarded a |
---|
35 | 35 | | 5certificate by the International Association of Assessing Officers as a certified assessment |
---|
36 | 36 | | 6evaluator or who has been awarded a certificate by the Massachusetts Association of Assessing |
---|
37 | 37 | | 7Officers, Inc. as a certified Massachusetts assessor shall receive as compensation from such city |
---|
38 | 38 | | 8or town, in addition to the regular compensation paid by such city or town for services in such |
---|
39 | 39 | | 9office, an amount equal to 10 per cent of such regular compensation; provided, that such |
---|
40 | 40 | | 10additional compensation shall not exceed: (i) $3000 annually, if such assessor or assistant 2 of 4 |
---|
41 | 41 | | 11assessor is employed on a full-time basis; or (ii) $500 annually, if such assessor of assistant |
---|
42 | 42 | | 12assessor is employed on a part-time basis. |
---|
43 | 43 | | 13 (b) An assessor or assistant assessor who has completed the necessary courses of study |
---|
44 | 44 | | 14and training and has been awarded a certificate by the International Association of Assessing |
---|
45 | 45 | | 15Officers as a residential evaluation specialist or who has been awarded a certificate by the |
---|
46 | 46 | | 16Massachusetts Association of Assessing Officers, Inc. as a residential Massachusetts assessor |
---|
47 | 47 | | 17shall receive as compensation from such city or town, in addition to the regular compensation |
---|
48 | 48 | | 18paid by such city or town for services in such office, an amount equal to 5 per cent of such |
---|
49 | 49 | | 19regular compensation; provided, that such additional compensation shall not exceed $2,000 |
---|
50 | 50 | | 20annually, and the increase shall only apply if such assessor or assistant assessor is employed on a |
---|
51 | 51 | | 21full-time basis. |
---|
52 | 52 | | 22 (c) An assessor or assistant assessor who has completed the necessary courses of study |
---|
53 | 53 | | 23and training and has been awarded a certificate by the International Association of Assessing |
---|
54 | 54 | | 24Officers as an assessment administration specialist or who has been awarded a certificate by the |
---|
55 | 55 | | 25Massachusetts Association of Assessing Officers, Inc. as a Massachusetts accredited assessor |
---|
56 | 56 | | 26shall receive as compensation from such city or town, in addition to the regular compensation |
---|
57 | 57 | | 27paid by such city or town for services in such office, an amount equal to 3 per cent of such |
---|
58 | 58 | | 28regular compensation; provided, that in no event shall such additional compensation exceed |
---|
59 | 59 | | 29$1,000 annually, and the increase shall only apply if such assessor or assistant assessor is |
---|
60 | 60 | | 30employed on a full-time basis. |
---|
61 | 61 | | 31 (d) An assessor or assistant assessor who has been awarded any certificates referred to in |
---|
62 | 62 | | 32this section shall receive such additional compensation for only 1 of such certificates. In order to 3 of 4 |
---|
63 | 63 | | 33qualify for such additional compensation, an assessor or assistant assessor shall submit proof that |
---|
64 | 64 | | 34they have been awarded such certificates to the mayor or the select board of such city or town. |
---|
65 | 65 | | 35The additional compensation herein provided shall be prorated for any 12-month period in which |
---|
66 | 66 | | 36an eligible person does not hold the office of assessor or assistant assessor for 12 consecutive |
---|
67 | 67 | | 37months. |
---|
68 | 68 | | 38 SECTION 2. Said chapter 59 of the General Laws is hereby further amended by striking |
---|
69 | 69 | | 39out section 21A½ and inserting in place thereof the following section:- |
---|

92 | 92 | | 62referred to in this section shall receive such additional compensation for only 1 of such |

93 | 93 | | 63certificates. In order to qualify for such additional compensation, an assessor or assistant assessor |
---|
94 | 94 | | 64shall submit proof that they have been awarded such certificates to the mayor or the select board |
---|
95 | 95 | | 65of such city or town. The additional compensation herein provided shall be prorated for any 12- |
---|
96 | 96 | | 66month period in which an eligible person does not hold the office of assessor or assistant assessor |
---|
97 | 97 | | 67for 12 consecutive months. In those cities and towns that accept the provisions of section 21A, |
---|
98 | 98 | | 68this section shall not apply. |
