An Act relative to assessor certificates.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority 
of the same, as follows:
1 SECTION 1. Chapter 59 of the General Laws is hereby amended by striking out section 
221A and inserting in place thereof the following section:-
3 Section 21A. (a) In any city or town that accepts this section, an assessor or assistant 
4assessor who has completed the necessary courses of study and training and has been awarded a 
5certificate by the International Association of Assessing Officers as a certified assessment 
6evaluator or who has been awarded a certificate by the Massachusetts Association of Assessing 
7Officers, Inc. as a certified Massachusetts assessor shall receive as compensation from such city 
8or town, in addition to the regular compensation paid by such city or town for services in such 
9office, an amount equal to 10 per cent of such regular compensation; provided, that such 
10additional compensation shall not exceed: (i) $3000 annually, if such assessor or assistant  2 of 4
11assessor is employed on a full-time basis; or (ii) $500 annually, if such assessor of assistant 
12assessor is employed on a part-time basis. 
13 (b) An assessor or assistant assessor who has completed the necessary courses of study 
14and training and has been awarded a certificate by the International Association of Assessing 
15Officers as a residential evaluation specialist or who has been awarded a certificate by the 
16Massachusetts Association of Assessing Officers, Inc. as a residential Massachusetts assessor 
17shall receive as compensation from such city or town, in addition to the regular compensation 
18paid by such city or town for services in such office, an amount equal to 5 per cent of such 
19regular compensation; provided, that such additional compensation shall not exceed $2,000 
20annually, and the increase shall only apply if such assessor or assistant assessor is employed on a 
21full-time basis.
22 (c) An assessor or assistant assessor who has completed the necessary courses of study 
23and training and has been awarded a certificate by the International Association of Assessing 
24Officers as an assessment administration specialist or who has been awarded a certificate by the 
25Massachusetts Association of Assessing Officers, Inc. as a Massachusetts accredited assessor 
26shall receive as compensation from such city or town, in addition to the regular compensation 
27paid by such city or town for services in such office, an amount equal to 3 per cent of such 
28regular compensation; provided, that in no event shall such additional compensation exceed 
29$1,000 annually, and the increase shall only apply if such assessor or assistant assessor is 
30employed on a full-time basis.
31 (d) An assessor or assistant assessor who has been awarded any certificates referred to in 
32this section shall receive such additional compensation for only 1 of such certificates. In order to  3 of 4
33qualify for such additional compensation, an assessor or assistant assessor shall submit proof that 
34they have been awarded such certificates to the mayor or the select board of such city or town. 
35The additional compensation herein provided shall be prorated for any 12-month period in which 
36an eligible person does not hold the office of assessor or assistant assessor for 12 consecutive 
37months. 
38 SECTION 2. Said chapter 59 of the General Laws is hereby further amended by striking 
39out section 21A½ and inserting in place thereof the following section:-
40 Section 21A½. (a) In any city or town that accepts this section, an assessor or assistant 
41assessor who has completed the necessary courses of study and training and has been awarded a 
42certificate by the International Association of Assessing Officers as a certified assessment 
43evaluator or who has been awarded a certificate by the Massachusetts Association of Assessing 
44Officers, Inc. as a certified Massachusetts assessor shall receive as compensation from such city 
45or town, in addition to the regular compensation paid by such city or town for services in such 
46office, an amount equal to 10 per cent of such regular compensation.
47 (b) An assessor or assistant assessor who has completed the necessary courses of study 
48and training and has been awarded a certificate by the International Association of Assessing 
49Officers as a residential evaluation specialist or who has been awarded a certificate by the 
50Massachusetts Association of Assessing Officers, Inc. as a residential Massachusetts assessor 
51shall receive as compensation from such city or town, in addition to the regular compensation 
52paid by such city or town for services in such office, an amount equal to 5 per cent of such

54 (c) An assessor or assistant assessor who has completed the necessary courses of study 
55and training and has been awarded a certificate by the International Association of Assessing 
56Officers as an assessment administration specialist or who has been awarded a certificate by the 
57Massachusetts Association of Assessing Officers, Inc. as a Massachusetts accredited assessor 
58shall receive as compensation from such city or town, in addition to the regular compensation 
59paid by such city or town for services in such office, an amount equal to 3 per cent of such 
60regular compensation.
61 (d) An assessor or assistant assessor who has been awarded more than 1 of the certificates 
62referred to in this section shall receive such additional compensation for only 1 of such 
63certificates. In order to qualify for such additional compensation, an assessor or assistant assessor 
64shall submit proof that they have been awarded such certificates to the mayor or the select board 
65of such city or town. The additional compensation herein provided shall be prorated for any 12-
66month period in which an eligible person does not hold the office of assessor or assistant assessor 
67for 12 consecutive months. In those cities and towns that accept the provisions of section 21A, 
68this section shall not apply.
