2626 An Act to establish an amputation prevention task force.
2727 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
2828 of the same, as follows:
2929 1 Section 1. Notwithstanding any general or special law to the contrary, the executive
3030 2office of health and human services shall establish an Amputation Prevention Task Force.
3131 3 The secretary or designee will chair the task force and will make recommendations for
3232 4task force membership. Members not serving in the General Court will be appointed by the
3333 5governor. The governor shall ensure that appointments provide diversity of gender, race, and
3434 6geographical areas.
3535 7 The task force shall consist of the following members:
3636 8 (1) Commissioner of the department of public health or a designee;
3737 9 (2) Assistant Secretary for MassHealth or a designee;
3838 10 (3) Two members from the Massachusetts House of Representatives as appointed by the
3939 11Speaker of the House; 2 of 3
4040 12 (4) Two members from the Massachusetts Senate as appointed by the Senate President;
4141 13 (5) One licensed endocrinologist;
4242 14 (6) One licensed diabetes nurse educator;
4343 15 (7) A vascular surgeon who has expertise in amputation prevention;
4444 16 (8) A medical doctor or midlevel practitioner who has expertise in amputation
4545 17prevention;
4646 18 (9) A podiatrist with expertise in treating diabetic foot ulcers;
4747 19 (10) A podiatrist or vascular surgeon with the veterans administration;
4848 20 (11) A public health provider;
4949 21 (12) A representative of the Massachusetts Senior Care Association;
5050 22 (13) One member of the public;
5151 23 (14) A representative of the American Diabetes Association; and
5252 24 (15) The task force may add members as it sees fit by a majority vote of the task force
5353 25members.
5454 26 Section 2. Duties.
5555 27 The task force shall:
5656 28 (1) advise the secretary and other state agencies on issues related to amputations with a
5757 29focus on amputation prevention as it relates to diabetic foot ulcers and peripheral arterial disease; 3 of 3
5858 30 (2) provide a systematic and cohesive approach toward reducing amputations, including
5959 31increasing public awareness;
6060 32 (3) recommend mechanisms to encourage greater cooperation among stakeholders to
6161 33address amputations in Massachusetts;
6262 34 (4) make recommendations and identify policy solutions to the state legislature to ensure
6363 35access to treatments to prevent amputations including:
6464 36 (a) Coverage policies as it relates to treatment of diabetic foot ulcers including topical
6565 37oxygen therapy;
6666 38 (b) Policies to address timely and equitable access to evidence-supported medical tools,
6767 39technologies, and services to prevent avoidable amputations;
6868 40 (c) Improve and incentivize quality care to avoid amputations whenever possible;
6969 41 (d) Policies to promote collaboration
7070 42 (5) The task force shall publish a report and present it to the Governor, the clerks of the
7171 43house of representatives and senate, and the chairs of the Joint Committees on Public Health,
7272 44Health Care Financing, and Financial Services by no later than September 1 of the year
7373 45following passage into law.
