An Act to establish an amputation prevention task force.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority 
of the same, as follows:
1 Section 1. Notwithstanding any general or special law to the contrary, the executive 
2office of health and human services shall establish an Amputation Prevention Task Force. 
3 The secretary or designee will chair the task force and will make recommendations for 
4task force membership. Members not serving in the General Court will be appointed by the 
5governor. The governor shall ensure that appointments provide diversity of gender, race, and 
6geographical areas.
7 The task force shall consist of the following members:
8 (1) Commissioner of the department of public health or a designee; 
9 (2) Assistant Secretary for MassHealth or a designee; 
10 (3) Two members from the Massachusetts House of Representatives as appointed by the 
11Speaker of the House; 2 of 3
12 (4) Two members from the Massachusetts Senate as appointed by the Senate President;
13 (5) One licensed endocrinologist;
14 (6) One licensed diabetes nurse educator;
15 (7) A vascular surgeon who has expertise in amputation prevention;
16 (8) A medical doctor or midlevel practitioner who has expertise in amputation 
17prevention;
18 (9) A podiatrist with expertise in treating diabetic foot ulcers;
19 (10) A podiatrist or vascular surgeon with the 	veterans administration;
20 (11) A public health provider;
21 (12) A representative of the Massachusetts Senior Care Association; 
22 (13) One member of the public; 
23 (14) A representative of the American Diabetes Association; and
24 (15) The task force may add members as it sees fit by a majority vote of the task force 
25members.
26 Section 2. Duties.
27 The task force shall:
28 (1) advise the secretary and other state agencies on issues related to amputations with a 
29focus on amputation prevention as it relates to diabetic foot ulcers and peripheral arterial disease; 3 of 3
30 (2) provide a systematic and cohesive approach toward reducing amputations, including 
31increasing public awareness;
32 (3) recommend mechanisms to encourage greater cooperation among stakeholders to 
33address amputations in Massachusetts;
34 (4) make recommendations and identify policy solutions to the state legislature to ensure 
35access to treatments to prevent amputations including: 
36 (a) Coverage policies as it relates to treatment of diabetic foot ulcers including topical 
37oxygen therapy;
38 (b) Policies to address timely and equitable access to evidence-supported medical tools, 
39technologies, and services to prevent avoidable amputations;
40 (c) Improve and incentivize quality care to avoid amputations whenever possible; 
41 (d) Policies to promote collaboration
42 (5) The task force shall publish a report and present it to the Governor, the clerks of the 
43house of representatives and senate, and the chairs of the Joint Committees on Public Health, 
44Health Care Financing, and Financial Services by no later than September 1 of the year 
45following passage into law.
