An Act to promote Massachusetts manufacturers.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority 
of the same, as follows:
1 Chapter 30B of the General Laws, as appearing in the 2024 Official Edition, is hereby 
2amended by inserting at the end thereof the following new section:- 
3 Section 24. Notwithstanding any general or special law to the contrary and to the extent 
4permitted by federal law, a state agency or governmental body shall procure a minimum of ten 
5percent of the contract value of products by businesses, as defined in section 3A of chapter 23A 
6of the general laws, provided, that the commonwealth is their principal place of business, and 
7provided further, that a waiver process is set forth by the awarding authority.
