3232 Resolve to establish a special commission to perform an investigation and providing for a study
3333 relative to the potential implementation of a time limit for handicapped parking placard use in a
3434 metered spot.
3535 1 Resolved, That, notwithstanding any general law, special law or local ordinance to the
3636 2contrary, a special commission is hereby established for the purpose of conducting an
3737 3investigation and study of the feasibility of establishing a time limit for handicapped parking
3838 4placard use in metered spots, for potential implementation by municipalities; provided that said
3939 5special commission shall consist of two members of the Senate to be appointed by the Senate
4040 6President, two members of the House of Representatives to be appointed by the House Speaker,
4141 7the Secretary of the Department of Transportation or a designee, the Secretary of the Department
4242 8of Elder Affairs or a designee, the Director of the Office on Disability or a designee, and 2
4343 9members to be appointed by the Governor. Said appointments shall occur within 60 days of the
4444 10effective date of this resolve. 2 of 2
4545 11 The commission shall invite the submission of papers and research from interested parties
4646 12and receive testimony from experts and the general public. The commission shall examine and
4747 13analyze potential benefits of allowing cities and towns to implement a time limit on the usage of
4848 14handicapped parking placards in metered spots, as well as the potential implementation of a
4949 15standard or reduced fee after said time limit expires. The commission shall submit a detailed
5050 16report with its proposals and recommendations to the clerks of the House of Representatives and
5151 17Senate, as well as the Department of Transportation, the Department of Elder Affairs, and the
5252 18Office on Disability no later than 18 months after the effective date of this resolve. The clerks of
5353 19the House of Representatives and the Senate shall make the report available to the public via the
5454 20internet. The special commission shall dissolve 60 days after the submission of the report.
