The undersigned legislators and/or citizens respectfully petition for the adoption of the accompanying 
resolve:
Resolve to establish a special commission to perform an investigation and providing for a study 
relative to the potential implementation of a time limit for handicapped parking placard use in a 
metered spot.

Bruce J. Ayers for an investigation by a special commission (including members of the General 
Court) relative to the feasibility of establishing a time limit for handicapped parking placard use 
in metered spots. Transportation.

Resolve to establish a special commission to perform an investigation and providing for a study 
relative to the potential implementation of a time limit for handicapped parking placard use in a 
metered spot.
1 Resolved, That, notwithstanding any general law, special law or local ordinance to the 
2contrary, a special commission is hereby established for the purpose of conducting an 
3investigation and study of the feasibility of establishing a time limit for handicapped parking 
4placard use in metered spots, for potential implementation by municipalities; provided that said 
5special commission shall consist of two members of the Senate to be appointed by the Senate 
6President, two members of the House of Representatives to be appointed by the House Speaker, 
7the Secretary of the Department of Transportation or a designee, the Secretary of the Department 
8of Elder Affairs or a designee, the Director of the Office on Disability or a designee, and 2 
9members to be appointed by the Governor. Said appointments shall occur within 60 days of the 
10effective date of this resolve. 2 of 2
11 The commission shall invite the submission of papers and research from interested parties 
12and receive testimony from experts and the general public. The commission shall examine and 
13analyze potential benefits of allowing cities and towns to implement a time limit on the usage of 
14handicapped parking placards in metered spots, as well as the potential implementation of a 
15standard or reduced fee after said time limit expires. The commission shall submit a detailed 
16report with its proposals and recommendations to the 	clerks of the House of Representatives and 
17Senate, as well as the Department of Transportation, the Department of Elder Affairs, and the 
18Office on Disability no later than 18 months after the effective date of this resolve. The clerks of 
19the House of Representatives and the Senate shall make the report available to the public via the 
20internet. The special commission shall dissolve 60 days after the submission of the report.
