| 28 | 28 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
|---|
| 29 | 29 | | of the same, as follows: |

| 30 | 30 | | 1 Chapter 90 of the General Laws is hereby amended by inserting after section 6C the |
|---|
| 31 | 31 | | 2following section:- |
|---|
| 32 | 32 | | 3 Section 6D. Upon the expiration or termination of a lease for a private passenger vehicle, |
|---|
| 33 | 33 | | 4a lessee may reassign a low digit number plate, also referred to as a passenger reserved or lottery |
|---|
| 34 | 34 | | 5plate, to a newly leased private passenger vehicle without physically presenting the plate or |
|---|
| 35 | 35 | | 6otherwise appearing before the registrar. The lessor of the newly leased vehicle shall complete |
|---|
| 36 | 36 | | 7and file any documents required by the registrar to effect the reassignment on behalf of the |
|---|
| 37 | 37 | | 8lessee. |

| 38 | 38 | | 9 The registrar shall promulgate any rules and regulations necessary to carry out this |

| 39 | 39 | | 10section. |
