An Act relative to low digit number plates on leased vehicles.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority 
of the same, as follows:
1 Chapter 90 of the General Laws is hereby amended by inserting after section 6C the 
2following section:-
3 Section 6D. Upon the expiration or termination of a lease for a private passenger vehicle, 
4a lessee may reassign a low digit number plate, also referred to as a passenger reserved or lottery 
5plate, to a newly leased private passenger vehicle without physically presenting the plate or 
6otherwise appearing before the registrar. The lessor of the newly leased vehicle shall complete 
7and file any documents required by the registrar to effect the reassignment on behalf of the 
8lessee.
9 The registrar shall promulgate any rules and regulations necessary to carry out this 
10section.
