2525 An Act regulating drones.
2626 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
2727 of the same, as follows:
2828 1 Chapter 90 of the General Laws, as appearing in the 2022 Official Edition, is hereby
2929 2amended by inserting, after section 39G, the following:-
3030 3 Section 39H. For the purposes of this section, the following words shall have the
3131 4following meanings, unless the context clearly requires otherwise:
3232 5 “Unmanned Aerial Vehicle”, “UAV”, or “drone” shall mean a powered aerial vehicle
3333 6that: (i) does not carry a human operator and is operated without the possibility of direct human
3434 7intervention from within or on the aircraft; (ii) uses aerodynamic forces to provide vehicle lift;
3535 8(iii) can fly autonomously or be piloted remotely; (iv) can be expendable or recoverable; and (v.)
3636 9weighs less than 55lbs.
3737 10 “Chinese state-owned company” shall mean any corporation, business, association,
3838 11partnership, venture, limited liability company, or other entity or business association owned
3939 12fully or in part by, or affiliated with, the government of China. 2 of 2
4040 13 Section 39I. Acquisition of unmanned aerial vehicles
4141 14 Chinese state-owned companies shall not be authorized to sell or distribute unmanned
4242 15aerial vehicles or drones in the Commonwealth.
